Beijing to host World Winter Sports Expo

The 2019 World Winter Sports Expo will be held in Beijing from October 17 to 20, featuring some 600 exhibitors.

The fourth expo will prepare the ground among the public for the 2022 Winter Olympic Games in Beijing. Approximately 160,000 visitors are to be expected.

With the approach of the 2022 Winter Games, China has set a goal of getting 300 million people involved in winter sports.

The expo will have pavilions for winter sports powerhouse countries like France, Italy and Russia, as well as international associations and commercial organizations.

A carnival will allow visitors experience ice and snow sports on site.

Finland has been named as the guest country of honor. Finnish enterprises will look for Chinese partners for the development of projects and tourism.

Science on the space station will benefit all

China yesterday released the first nine international cooperation projects for the country’s planned space station.

The selection was jointly implemented by the China Manned Space Agency and the United Nations Office for Outer Space Affairs.

The nine projects involve 23 entities from 17 countries in the fields of aerospace medicine, space life sciences and biotechnology, microgravity physics and combustion science, astronomy and other emerging technologies.

Lin Xiqiang, spokesperson of the CMSA, said one of the selection criteria was scientific significance.

The selected projects should not only promote the progress in related scientific fields but also help applicant countries strengthen aerospace technology and research capacity.

“The ‘Space Cancer’ project will improve the understanding of the cause of cancer and offer a new perspective for cancer prevention and treatment,” Lin said.

“A study about miscible liquids under microgravity will facilitate innovation in chemical or biochemical industries.”

Other selected projects include studies about microorganisms under microgravity, flame instabilities, gamma-ray bursts detection as well as the development of solar batteries.

Hao Chun, director general of the CMSA, said the agency will continue to work closely with the UNOOSA to improve and publish the second batch of cooperation projects.

China has always been engaged with the international space community.

In March 2016, the CMSA and UNOOSA signed a memorandum of understanding to invite UN member states to conduct scientific experiments aboard the China space station. By May 2018, 42 cooperation proposals from 27 countries had been received.

China’s space station is expected to be completed in 2022. The station will serve as a space laboratory to carry out multidisciplinary scientific research. It will have a core module and experiment modules, which are under development.

China is also willing to share the achievements of manned spaceflight with countries all over the world, especially with the developing countries, Lin said.

Christchurch mosque attack defendant pleads not guilty

The man accused of shooting dead 51 Muslim worshippers in the Christchurch mosque attacks pleaded not guilty to multiple murder and terrorism charges Friday and was committed to stand trial next year.

Appearing in Christchurch High Court via audio-visual link from a maximum-security prison in Auckland, Brenton Tarrant sat silently as lawyer Shane Tait said his client pleaded "not guilty to all charges."

The self-proclaimed white supremacist has been charged with 51 counts of murder, 40 of attempted murder and engaging in a terrorist act over the March 15 atrocity in the South Island city.

The 28-year-old Australian allegedly opened fire in the packed Al Noor mosque during Friday prayers, then traveled across town to continue the carnage in the suburban Linwood mosque, while livestreaming his actions on social media.

The court heard that mental health assessments had found Tarrant was fit to stand trial for the worst massacre in modern New Zealand history.

"No issue arises regarding the defendant’s fitness to plead, to instruct counsel, and to stand his trial. A fitness hearing is not required," Judge Cameron Mander said in a statement issued shortly after the hearing.

About 80 survivors and relatives of those killed packed into the courthouse's public gallery for a glimpse of Tarrant.

Wearing a grey crewneck jersey, Tarrant smirked at times during the hearing.

Judge Mander set a trial date of May 4 next year, with Tait saying it was expected to last at least six weeks.

"The court endeavors to bring serious criminal cases to trial within a year of arrest. The scale and complexity of this case makes this challenging," Mander said.

Tarrant was remanded in custody to appear for a case review hearing to be held on August 15.

Mander barred news outlets from taking photographs or video of Tarrant's appearance, although he said images from an earlier hearing in April could be used.

New Zealand's government tightened the country's gun laws in the wake of the attack and has said it will review laws dealing with hate speech.

It has also supported international efforts to ensure that social media giants do more to combat online extremism.

Chinese president arrives in Kyrgyzstan for state visit, SCO summit

Chinese President Xi Jinping arrived in Bishkek on Wednesday for a state visit to Kyrgyzstan and the 19th Shanghai Cooperation Organization summit.

This is Xi's second state visit to the Central Asian country since he took office as the Chinese president in March 2013.

Ahead of this trip, Xi said in a signed articled published on Kyrgyz media that he looks forward to working with his Kyrgyz counterpart Sooronbay Jeenbekov to draw up an ambitious blue print for the comprehensive strategic partnership between the two countries and bring bilateral ties and all-round cooperation to a new height.

The Chinese president also applauded efforts made by Kyrgyzstan for the development of the SCO as its rotating presidency.

"I am convinced that, with the collective efforts of all sides, the Bishkek Summit will produce fruitful results, bring about greater development of the SCO, and deliver even more benefits to the people across the region," he added in the article.

Kyrgyzstan is the first stop of Xi's two-country Central Asia trip. After this he will fly to Tajikistan for a state visit and to attend the fifth summit of the Conference on Interaction and Confidence Building Measures in Asia in the Tajik capital of Dushanbe.

HKSAR LegCo postpones discussion of law amendments due to riot, chief executive calls for peaceful expression of views

The Legislative Council (LegCo) of the Hong Kong Special Administrative Region (HKSAR) postponed a meeting slated on Wednesday to discuss the amendments to the Fugitive Offenders Ordinance and Mutual Legal Assistance in Criminal Matters Ordinance, as a riot broke out around the LegCo building.

HKSAR Chief Executive Carrie Lam strongly condemned the violence and called for peaceful expression of different views.

The LegCo president "has decided that the (Legislative) Council meeting of June 12 will not be held today. Announcement will be made once the president determines the time of the meeting," the LegCo Secretariat announced Wednesday afternoon.

The meeting, originally scheduled at 11:00 a.m. local time, planned to discuss the Fugitive Offenders & Mutual Legal Assistance in Criminal Matters Legislation (Amendment) Bill. The bill, tabled by the HKSAR government at the LegCo in April, aims to fill loopholes in HKSAR's existing legal framework concerning mutual legal assistance in criminal matters.

At about 8:00 a.m. local time, protesters gathering around LegCo Complex dashed to nearby roads and obstructed the traffic. They lifted up bricks on the pavement and demolished railings to form road barriers, causing severe traffic congestion.

The protesters also used violent acts to storm the LegCo Complex in the afternoon.

Codemning the protesters for starting a riot, HKSAR government's Commissioner of Police Stephen Lo said at a briefing in the afternoon that the police has been exercising restraint, but the protesters repeatedly charged the police cordon line, performing life-threatening acts including using sharpened iron poles and bricks to attack police officers.

The police strongly condemned the violent acts, and reiterated that any acts endangering public order and public safety will not be tolerated, said the police in a statement Wednesday.

"Police will take resolute actions to restore social order and protect public safety," said the statement.

Describing what happened as a "sad scene," Lam condemned the riot in a videotaped speech broadcast Wednesday evening.

"The riots which undermined social peace and disregarded laws and regulations cannot be tolerated by any civilized, law-based society. It is very clear that this is no longer a peaceful assembly, but a blatant and organized riot," Lam said.

"Hong Kong is a free, open and diverse society where people have different views on anything. But there is a bottom line for expressing opinions. If radical and violent means can be used to achieve the goal, these scenes will only become more and more fierce and will certainly bring harm to Hong Kong," she said.

"I appeal to all the people who love Hong Kong to stay away from violence," she said, adding that "I am convinced that Hong Kong, a civilized society, can solve any problem in a peaceful, rational and law-abiding manner for the sake of Hong Kong's overall interests."

The HKSAR government has repeatedly emphasized that amendments to the two ordinances will help protect the HKSAR's law-abiding general public and its business environment.

Cheung Kin-chung, chief secretary for administration of the HKSAR government, said Wednesday that the HKSAR government has intensively explained to different circles of the society in the past few months the aim and contents of the amendments, and has substantially strengthened the protection of human rights and of other issues related to the amendments in response to the views collected.

Meanwhile, various groups in the HKSAR have voiced support for the amendments. In an online petition initiated in April by a group of people from all walks of life in Hong Kong, over 900,000 people have taken part and signed their names in support of the amendments as of Wednesday evening.

Kennedy Wong, the convener of the group, said the number of signatures collected shows that the HKSAR government's proposal for amendments has been supported by the mainstream public opinion in Hong Kong.

The general public expects the HKSAR government to complete the amendments as scheduled, block legal loopholes, uphold the rule of law and justice, and prevent Hong Kong from becoming a "safe haven for fugitives," Wong said.

Some organizations in the HKSAR also launched protests against intervention by foreign countries or external parties in the issue.

Members of the Democratic Alliance for the Betterment and Progress of Hong Kong, one of the major political groups in the HKSAR, protested US interference in the HKSAR's internal affairs in front of the U.S. Consulate General in Hong Kong.

China credit growth picks up last month

New bank loans in China rebounded in May as policymakers urged lenders to support smaller companies struggling with weak demand at home and mounting export pressure as a result of US tariffs.

Chinese banks extended 1.18 trillion yuan (US$170.7 billion) in net new yuan loans in May, up from 1.02 trillion yuan from April, according to data released by the People’s Bank of China yesterday.

The M2, a broad measure of money supply that covers cash in circulation and all deposits, rose 8.5 percent year on year to 189.12 trillion yuan at the end of May.

Household loans, mostly mortgages, rose to 662.5 billion yuan in May from 525.8 billion yuan in April, while corporate loans rose to 522.4 billion yuan in May from 347.1 billion yuan a month earlier, the data showed.

Growth of outstanding total social financing, a broad measure of credit and liquidity in the economy, quickened to 10.6 percent in May from a year earlier from 10.4 percent in April.

TSF includes off-balance sheet forms of financing that exist outside the conventional bank lending system, such as initial public offerings, loans from trust companies and bond sales. In May, TSF rose to 1.4 trillion yuan from 1.36 trillion yuan in April.

The PBOC stepped up efforts to increase loan growth and business activity in May, announcing a three-phase cut in regional banks’ reserve requirements to reduce financing costs for small and private companies.

It has now delivered six RRR cuts since early 2018. Further cuts in banks’ reserve requirements are expected this year.

China’s push to shore up economic growth pushed a key debt ratio to the highest level since 1993 in the first quarter, Caixin magazine reported recently, citing a study by two think tanks: the National Institution for Finance & Development and the Institute of Economics, under the Chinese Academy of Social Sciences.

China’s ratio of outstanding debt in the real economy to nominal GDP increased to 248.83 percent, up 5.1 percentage points from end-2018, the study showed. Debt levels had moderated somewhat in the last few years due to a government clampdown on risk.

Science must serve needs of the nation

China has launched a campaign to promote scientific spirit and improve the conduct and ethics of the science community.

A document, jointly issued by the General Offices of the Communist Party of China Central Committee and the State Council, called on Chinese scientists to live up to the scientific spirit of the new era. This requires them to be patriotic, innovative, dedicated and cooperative, keep pursuing the scientific truth and stay ready to help younger generations.

Scientists were urged to focus on globally advanced technologies and those that serve major strategic needs and shoulder responsibilities in solving major bottlenecks.

It called for adherence to the principle of the Party’s leadership over science and technology, reform and innovation, and joint efforts from various agencies and society to cultivate a favorable atmosphere of science.

It also pledged to fully implement the reform measures within one year and bring material improvements to the conduct and ethics of the science community in three years.

More rain, flooding affects 22 provinces

Severe rainfall across China has affected 6.75 million people and left 83 dead or missing, China’s State Flood Control and Drought Relief Headquarters said yesterday.

Twenty-two provinces have been hit by severe rainstorms and flooding, with the provinces of Guangdong, Jiangxi and Fujian and the Guangxi Zhuang Autonomous Region the worst affected, said Ye Jianchun, secretary-general of the headquarters.

China’s meteorological authority continued a blue alert for heavy rain today. Rainstorms are expected to continue to hit parts of Guizhou, Chongqing, Guangxi, Guangdong, Hunan, Fujian, Taiwan and Gansu.

Torrential rains have caused havoc in southern China, killing 16 people in the region, local authorities said.

In the Guangxi Zhuang Autonomous Region, weeklong downpours have triggered floods in six cities and 32 counties, killing nine and affecting over 360,000 people.

The floods have toppled or damaged more than 1,300 houses.

In neighboring Guangdong Province, seven people have been killed and one is missing.

More than 2 million residents have been affected by torrential rain-triggered floods in eastern China’s Jiangxi Province, with 150,000 relocated.

Starting on Thursday, heavy rain has led to nine cities in the province being inundated by floodwaters, said the Jiangxi provincial emergency management bureau. Direct economic losses were estimated at 3.73 billion yuan (US$540 million).

Emergency response teams have been dispatched and relief supplies have been distributed, including folding beds, cotton quilts as well as bamboo mats.

The provincial weather departments has predicted that multiple rounds of torrential downpours would continue to hit Jiangxi until early July.

Half-brother of Kim named as CIA informant

Kim Jong Nam, the half-brother of Democratic People’s Republic of Korea leader Kim Jong Un who was killed in Malaysia in 2017, was a “CIA informant,” the Wall Street Journal reported yesterday.

Citing “a person knowledgeable about the matter,” the paper said Kim Jong Nam had met with CIA operatives several times.

Kim Jong Nam died after having his face smeared with VX nerve agent as he waited at Kuala Lumpur airport.

Two young women, one Vietnamese and the other Indonesian, were arrested and charged with the murder. They insisted they were tricked and had thought it was a reality TV show prank.

Malaysian prosecutors eventually dropped the murder charges against them and Indonesian Siti Aisyah was released in March this year while her Vietnamese co-accused Doan Thi Huong was freed in May.

South Korea has accused the North of ordering the hit, which Pyongyang denies.

But officials at South Korea’s National Intelligence Service and Unification Ministry, which oversees ties with DPRK, said yesterday they couldn’t confirm the report by the Wall Street Journal.

Kim Jong Nam was the eldest son of late DPRK leader Kim Jong Il.

“Several former US officials said the half-brother was unlikely to be able to provide details of the secretive country’s inner workings,” the Journal said.

Heavy rain leaves 7 dead, 1 missing in south China province

Seven people were killed and one still missing as of 10:00am Tuesday as torrential downpours destroyed roads and toppled houses in southern China's Guangdong Province.

Three counties in Heyuan city are among the worst-hit regions in the latest round of rainstorm that have persisted over a week. More than 110,000 people were affected and 956 houses were damaged.
