US, South Korea postpone military exercise

A top US military official said the United States and South Korea have postponed a combined flying training event, according to the US Department of Defense on Sunday.

Mark Milley, chairman of the Joint Chiefs of Staff, was quoted as saying Saturday the decision was made to help give an opportunity to the Democratic People's Republic of Korea to come back to the negotiation table.

US President Donald Trump and his South Korean counterpart Moon Jae-in have approved the decision, the statement said.

The flying training event is a wing-sized event with aircrew from the United States and South Korea. Trump cancelled the predecessor event, Exercise Vigilant Eagle, in 2018.

Top talent flocks to Hangzhou conference



More than 1,500 companies and institutes are offering 39,000 jobs at the 2019 Zhejiang Hangzhou International Human Resources Exchange and Cooperation Conference, which will run through November 24. The number of job vacancies jumped by 95 percent from the same event last year.

Around 57,000 job hunters from home and abroad attended the opening on November 9.

Candidates with a master’s degree so far account for over 80 percent of attendees.

The conference attracted luminaries including Nobel Prize in Chemistry laureate Hartmut Michel, Turing Award winner Whitfield Diffie, CEO of Alibaba Group Zhang Yong, President of Hikvision Group Chen Zongnian and Founder of NetEase Ding Lei. Zhang, Chen and Ding were given Outstanding Talent of Hangzhou award at the event’s opening ceremony.

This year, participants from 58 countries and regions exhibited more than 1,200 projects involving information technology, biomedicine, new energy and modern services to potential investors.

The conference is an international human resources platform in China and helps recruit skilled professionals from around the world. The first conference was held in 2009. In the past 10 years, 4,974 overseas professionals and over 200 overseas Chinese student teams have attended, presenting 5,522 projects. Among them, 1,406 projects have been implemented with a combined registered capital of 19.54 billion yuan (US$2.79 billion).

Meanwhile, local government departments continue to offer preferential policies to attract promising projects.

Binjiang District is already an attractive area with plenty of high-tech companies and a favorable business environment. However, the district government believes it can sweeten the deal by offering subsidies to individuals and teams.

At the conference, local authorities also introduced their 5050 Plan. To make the district a leading labor market and innovation center in Hangzhou, the plan includes subsidies of up to 10 million yuan for promising projects.

The conference also lured talent for less-developed areas of China, where resources are in short supply in education, medicine and digital economy.

The central government has initiated a “pairing assistance” program to assist poverty-stricken regions, whereby Hangzhou is supporting development in the Qiandongnan Miao and Dong Autonomous Prefecture in southwest China’s Guizhou Province. Representatives from the prefecture attended this year’s conference for the first time.

“We are looking for professionals from education and pharmaceutical industries. High-caliber talent can get a subsidy of up to 1 million yuan if their intellectual property can be commercialized,” said Chen Danyang from the Qiandongnan government.

In addition to governments, organizations, academies and institutes also have booths at the conference.

Zhejiang University is expecting to recruit lecturers and professors at the conference. Talent can enjoy preferential support from the university and local government if employed. Also, the university hopes to attract promising projects.

“The university has established research and development centers in many cities. They create an incubator for startups, and provide support in cooperation with local governments,” said Qin Yi from the Industrial Technology Research Institute, Zhejiang University.

The Yangtze Delta Region Institute of Tsinghua University is offering at least 40 positions. Established in 2003, it is dedicated to developing natural sciences and engineering.

A series of seminars and meetings will be held until November 24. On the first day, the highlight was the 2019 Sino-German Bioeconomy and Biomedicine Conference.

Gongshu District signed a contract with German biomedical organizations and companies to establish the Rudolf Virchow Joint Pathology Institute to do research on pathobiology and molecular medicine.

The conference also includes an innovation and entrepreneurship competition. It is divided into overseas Chinese student and foreigner entrepreneur sessions. The winning projects that are commercialized within a year in the city will receive subsidies of 5 million, 3 million and 2 million yuan respectively, according to their evaluation.

I'm in good health, says Trump tweet

US President Donald Trump said on Sunday he was in “very good” health after undergoing the first phase of an annual medical check the previous day.

Trump tweeted that he had the first phase of checks at the Walter Reed National Military Medical Center in Washington. “Everything very good (great!). Will complete next year,” he said.

The White House said Trump had undergone a quick exam and some laboratory tests.

“Anticipating a very busy 2020, the president is taking advantage of a free weekend here in Washington DC to begin portions of his routine annual physical exam at Walter Reed,” White House Press Secretary Stephanie Grisham said in a statement on Saturday.

She said the president also visited the medical staff and thanked them for their care of wounded service members, and met with the family of a special forces soldier injured in Afghanistan.

“The president remains healthy and energetic without complaints, as demonstrated by his repeated vigorous rally performances in front of thousands of Americans several times a week,” Grisham said. She gave no details about the tests.

2 killed in California school shooting, teen in custody

A teenage boy gunned down fellow students at a California high school on his 16th birthday on Thursday, killing two and wounding another three before turning the pistol on himself.

The gunman was taken into custody in "grave" condition, police said, as officers stormed Saugus High School in Santa Clarita — the latest in a relentless cycle of classroom shootings in the United States that have left around 300 youngsters dead over two decades.

The chilling scene played out even as lawmakers in Washington were debating the latest attempt at gun control legislation that has stalled in Congress for months.

Terrified students described barricading themselves into classrooms while others fled as word rapidly spread of the unidentified Asian boy opening fire with a .45 caliber semiautomatic.

"Detectives reviewed the video at the scene, which clearly show the subject in the quad withdraw a handgun from his backpack, shoot and wound five people, and then shoot himself in the head," homicide captain Kent Wegener told a news conference.

The teen was found among the wounded by first responders, said Los Angeles County Sheriff Alex Villanueva.

No motive has yet been established, but a message reading "Saugus, have fun at school tomorrow" had been posted on "what we believe to be the subject's Instagram account," Wegener confirmed.

It was removed by another person following the incident, he added.

The FBI said there was no sign of an ideological motive, or any co-conspirators.

The dead were a 16-year-old girl and a 14-year-old boy. The other three wounded — one boy and two girls — were aged between 14 and 15.

The shooting at the school of 2,300 students was first reported shortly after 7:30am (3:30pm GMT).

The school — 65 kilometers north of Los Angeles — was locked down, and witness descriptions and surveillance footage identified the suspect within an hour of the shooting.

Officers went to his home and his mother and girlfriend were at a local police station speaking with detectives.

'My heart sank'

Seventeen-year-old student Andrei Mojica was in his government class when someone burst in and said there was a shooter on campus.

"That's when my heart sank," he told the Los Angeles Times.

The class of around 30 students followed their emergency drills and began barricading the doors with desks and tables, before waiting in silence, ready to wield a fire extinguisher as a weapon.

"We had no clue whether the shooter was on the opposite side of campus or right outside our door," he told the newspaper. "That fear made it feel like we were waiting in silence forever."

Finally they were escorted from the classroom by a SWAT team.

A tearful mother waiting beside a nearby church with other parents said she had dropped off her ninth-grader about a minute before the shooting started.

"I haven't seen my son yet but I've talked to him. He's okay ... He just sounded numb," she told an NBC affiliate.

"All he's said is he was walking through the quad and somebody started shooting and he turned and he saw that it was real and ran into a classroom," she added.

Students told CNN they had heard multiple loud bangs that "sounded like fireworks" and began to run.

Twenty-four ambulances, seven paramedic units and a helicopter were at the school campus, opposite a residential area, along with dozens of squad cars.

Agents from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives, as well as firefighters, were among those responding.

Gun debate

The incident is the latest of more than 40 shootings at US schools since as recently as May 2018, when a 17-year-old killed 10 people, eight of them students, in Santa Fe, Texas.

Authorities said his shotgun and revolver were legally owned by his father.

Three months earlier a 19-year-old expelled from Marjory Stoneman Douglas High School in Parkland, Florida, returned and opened fire, killing 14 students and three staff members.

There is roughly one school shooting a week in the United States, according to Everytown for Gun Safety.

President Donald Trump tweeted that his staff "continue to monitor the terrible events," adding his "deepest condolences to the families and friends of those tragically lost."

The perennial hot-button issue of arms control threatens to spill into next year's election.

"Every day, our children and our communities are forced to endure horrendous acts of violence and bloodshed, while Republicans continue to obstruct meaningful, bipartisan solutions to end the epidemic of gun violence," said Nancy Pelosi, the Democratic speaker of the House of Representatives.

News of the shooting broke during a debate on gun control legislation at the Senate in Washington.

Democrat Senator Richard Blumenthal was speaking as he was handed a piece of paper by an aide.

"On the floor right now there's a school shooting in Santa Clarita, California," he told the chamber.

"How can we turn the other way? How can we refuse to see that shooting in real time, demanding our attention, requiring our action? We are complicit if we fail to act."

California senator Kamala Harris, a Democratic candidate for the 2020 election, said she was "heartbroken and praying for Santa Clarita."

Trump asks Supreme Court to protect his tax returns

Donald Trump on Thursday asked the Supreme Court to bar a prosecutor from obtaining his tax returns, arguing that as president he has blanket immunity.

Trump, a former New York businessman, is the first American president since Richard Nixon not to make his tax returns public, arguing they're under audit by the Internal Revenue Service.

Opposition Democrats have turned to the courts to force their release in a case that's considered a crucial test of the separation of powers. And if the US high court — where conservative judges hold the majority — decides to take up the case, their decision will receive endless scrutiny.

Manhattan District Attorney Cyrus Vance Jr, a Democrat, has demanded Trump's tax returns dating back to 2011 as part of an investigation into payments made by Michael Cohen, the president's former personal attorney, to Stormy Daniels, an adult film actress who claimed to have had a sexual liaison with Trump before he ran for president in 2016.

Last week, a federal appeals court ruled that Trump must hand over the documents.

But the president's attorneys argue that he enjoys immunity both from prosecution and from any acts of investigation.

"For the first time in our nation's history, a state or local prosecutor has launched a criminal investigation of the President of the United States and subjected him to coercive criminal process," Trump's attorney Jay Sekulow said, according to US media.

"Politically motivated subpoenas like this one are a perfect illustration of why a sitting president should be categorically immune from state criminal process," he said.

At a hearing on the case on October 23, one of Trump's lawyers went so far as to argue that the president would have immunity even if he shot someone in the street — a statement immediately challenged by jurists and mocked by Democrats.

There have been various other attempts to obtain the returns by Democratic lawmakers in New York and in the House of Representatives.

2 giant pandas born in Belgium given official names

The two giant pandas born on August 8, 2019, in the Belgian zoo of Pairi Daiza were given official names on Thursday during a ceremony marking their 100-day celebration.

The twins have been named Bao Di and Bao Mei, translated as "Little brother of Tian Bao" and "Little Sister of Tian Bao."

Members of the general public were able to contribute by going online and vote on the proposals made by Chinese Ambassador to Belgium Cao Zhongming and the whole panda team at Pairi Daiza, dubbed Europe's best zoo.

After more than 73,000 people went online to vote, the Chinese ambassador was thrilled to announce that the dual names of Bao Di and Bao Mei won the contest.

"As Chinese ambassador to Belgium, I hope these giant pandas could help the Belgian people better understand China, and bond us in our friendship for the future," said Cao at the ceremony.

If the panda babies develop well, Tim Bouts, zoological director at Pairi Daiza, and Guo Li, the Chinese expert sent to Belgium after the births of the two pandas, will authorize Bao Di and Bao Mei to leave their nursery and join their mother out where the public can see them.

This could be possible as early as December 14, when the park reopens its doors, according to a statement released Thursday by Pairi Daiza.

Belgium has really taken these pandas on board, and a media frenzy has surrounded Xing Hui and Hao Hao since their arrival in Belgium.

Hailed as "ambassadors" of China-Belgium friendship, Hao Hao and Xing Hui soon became one of the main attractions at Pairi Daiza.

With the births of these two babies, the zoo is now home to five giant pandas. Hao Hao and her companion Xing Hui arrived at the zoo in February 2014 aboard a chartered DHL plane. They are loaned from China for 15 years.

On June 2, 2016, a male panda was born and received the name of Tian Bao — "Treasure of Heaven". With the births of Bao Di and Bao Mei, Pairi Daiza becomes the first European zoo to host five pandas.

Carrie Lam condemns attack on HKSAR official in London

Chief Executive of China's Hong Kong Special Administrative Region Carrie Lam on Friday strongly condemned the attack on a senior HKSAR official attending a conference in London.

Expressing her outrage over the attack on Secretary for Justice Teresa Cheng on Thursday local time, Carrie Lam said in a statement such a savage act breached the bottom line of any civilized society.

Cheng was injured after being besieged and assaulted by a group of protesters when she was walking toward the meeting hall to attend a lecture held by Chartered Institute of Arbitrators.

Lam also urged local police to actively investigate the case and bring the attackers to justice.

China unveils experiment for landing on Mars

China on Thursday unveiled an experiment simulating the process of a probe hovering, avoiding obstacles and descending to land on Mars.

The experiment was held on a trial ground, the largest one in Asia for test landing on extraterrestrial bodies, in Huailai County, north China's Hebei Province.

China plans to launch the Mars probe in 2020, aiming to complete orbiting, landing and roving in one mission, an unprecedented achievement, according to the China National Space Administration.

How to safely land on Mars is one of the biggest challenges facing the mission.

The experiment simulated the gravity of Mars, about one-third of the gravity on Earth, to test the design of the lander.

Ambassadors and diplomats from 19 countries including France, Italy and Brazil, as well as representatives from the European Union, the African Union and the Asia-Pacific Space Cooperation Organization were invited to visit the experiment.

DPRK warns US against new military drills with South Korea

The Democratic People's Republic of Korea gave a stern warning on Wednesday night against a planned joint military drill to be held by the United States and South Korea.

In a statement carried by the official Korean Central News Agency, an unnamed spokesman for the State Affairs Commission said the DPRK defined the joint military drill as the main factor for ratcheting up tensions on the Korean Peninsula.

"Despite our repeated warnings, the US and the South Korean side decided to push ahead with the military drill," he said.

He also said the latest joint military exercises "constitute an undisguised breach of the DPRK-US joint statement adopted on June 12 of last year on the basis of mutual trust and an open denial of the Singapore agreement."

Seoul and Washington said last week that they would skip their annual joint air exercise, known as Vigilant Ace, and instead hold a scaled-back drill.

The DPRK spokesman said that the United States and South Korea have staged several military drills this year alone, and such acts have already put DPRK-US relations on the verge of a breakdown.

The first negotiations in eight months between the DPRK and the United States on the denuclearization on the Korean Peninsula broke down in Stockholm in early October. The DPRK has set the end of the year as a deadline for Washington to offer a deal which is realistic and acceptable by Pyongyang.

The DPRK has issued several warnings in the past two months, saying it would be a mistake for the United States to ignore the year-end deadline and the channel of the dialogue between the two countries is narrowing.

2 pneumonic plague patients under proper treatment in Beijing

Two pneumonic plague patients have been under proper treatment in Beijing, local health authorities said on Thursday.

One patient is in stable condition, and the other is critically ill but without further deterioration, according to the Beijing Municipal Health Commission.

The commission confirmed Tuesday the two patients from north China's Inner Mongolia Autonomous Region were diagnosed with pneumonic plague.

The two were sent by an Inner Mongolia local ambulance to a medical institution of Beijing's Chaoyang District for medical treatment, said an official with the commission.

So far, people with close contact with the patients have been quarantined for medical observation in accordance with relevant provisions of the state, and none have reported fever or other abnormal symptoms.

Curry hopes to return from injury ‘in early spring’
