China a Role Model at COP Climate Summit

China has become something of a global role model for a greener economy at the Cop30 UN climate change summit in Brazil, following a new report showing that the nation's carbon dioxide emissions have been flat or falling for 18 months. China and the US are the world's two biggest emitters of the greenhouse gas. A report from the Centre for Research on Energy and Clean Air found China's emissions in the third quarter were unchanged from a year earlier on reductions in travel, cement and steel industries. The report, which also credited rapidly rising use of solar and wind power for the downward trend, said China is well ahead of schedule in meeting its targets for peak emissions by 2030 and net carbon neutrality by 2060.

André Corrêa do Lago, a Brazilian diplomat and president of Cop30, praised Chinese progress on green technologies but said one country alone cannot stave off a pending climate crisis. "China is coming up with solutions that are for everyone, not just China," he said, noting that that most of the world's rich countries have lost their enthusiasm for tackling the climate crisis.

China's Electric-Car Sales Dominate Vehicle Sales

China's electric vehicle sales in October accounted for more than half of all new car sales for the first time, underscoring the nation's growing dominance in the global market, according to the China Association of Automobile Manufacturers. Sales increased 20 percent to 1.72 million, accounting for 52 percent of all vehicle sales. Exports doubled to 256,000 vehicles. In the first 10 months of the year, electric car sales totaled about 13 million vehicles, comprising 47 percent of total sales, and exports surged 90 percent to 2 million.

Separately, US investment bank Citicorp said in a new report that China's BYD, a world leader in electric cars, aims to sell up to 1.6 million vehicles abroad next year, rising from 1 million this year. The report following a meeting between Citi and BYD management.

Taiwan Braces for Typhoon Fung-Wong

Taiwan began evacuating thousands of residents in high-risk areas ahead of the arrival of Typhoon Fung-wong, which is on track to begin sweeping across the island today with sustained winds of up to 108 kilometers an hour and gusts of up to 137 kilometers an hour. The cyclone weakened from a super typhoon to a severe tropical storm after battering the Philippines, leaving 25 people dead, and is expected to bring torrential rain and trigger landfalls in mountainous areas.

Russian Attacks on Ukraine Continue, Eastern City May Fall

Russian military forces are poised to seize the eastern Ukrainian city of Pokrovsk, a target the Kremlin has been pursuing for 21 months. The fall of the city would be more a symbolic than a strategic victory, CNN said. Elsewhere in Ukraine, a barrage of Russian missiles and drones this weekend hit 15 sites, including energy infrastructure and residential areas. Ukraine said substations that power two nuclear power plants were among the targets. Parts of the capital Kiev suffered blackouts.

The US has slapped sanctions on Russian oil giants Rosneft and Lukoil to try to force Moscow to negotiate an end to the war in Ukraine, and has threatened sanctions on countries that buy oil or gas from them. However, President Donald Trump on Friday granted Hungary a one-year exemption after meeting Hungarian Prime Minister Viktor Orban at the White House. Orban is the most right-wing leader in the EU and an ally of Trump's.

Taiwan in Potential Path of Super Typhoon

Super typhoon Fung-wong bore down on the Philippines barely a week after another strong typhoon left 200 dead, 100 missing and a trail of destruction across the islands. Fung-wong had sustained winds of 185 kilometers an hour and a circulation span of 1,800 kilometers when it barreled into the main island of Luzon. Its preliminary track shows Taiwan possibly in its path later this week. The western Pacific is no stranger to typhoons, but the tropical cyclones this season have been stronger than usual.

China Suspends Export Ban on 3 Elements

China suspended a ban on export approvals for so-called "dual-use items" related to gallium, germanium, antimony – three elements used in semiconductors, among other industrial uses – and super-hard materials to the US, the commerce ministry announced on Sunday. The suspension will be in effect for a year, Beijing said. No further details were given. "Dual-use" items refer to technology that can be used for both civilian and military purposes. Gallium, germanium and antimony are not scientifically classed as rare earths.

Chinese customs said on Friday it is restoring soybean import licenses for three US firms. The announcements in recent days relate to the trade agreement reached by Chinese President Xi Jinping and US President Donald Trump at a summit late last month in South Korea.

At the China International Import Expo in Shanghai, Mark Wilson, chairman of the US Grains and BioProducts Council, said the agricultural group has had good trade relations with China for 43 years and won't be leaving the mainland market, no matter how US-China relations evolve. "We're here to stay," he said, noting that a shipment of US sorghum is currently en route to China.

The Trump administration ordered a 10 percent reduction in flights at 40 major US airports, beginning on Friday, as a government shutdown entered a record-breaking 36th day with no resolution pending. The shutdown has forced 13,000 air traffic controllers across the country to work without pay, Reuters reported, resulting in widespread flight delays that have impacted 3.2 million passengers. The shutdown began after Congress failed to appropriate funds for the government fiscal year that began October 1, amid a gridlock over healthcare funding. The flight reductions come two weeks ahead of the annual Thanksgiving holiday period, one of the year's busiest air travel times.

The tech-heavy Nasdaq dropped 1.9 percent on Thursday amid renewed investor concern about high valuations that exceed earnings potential. Job cuts in the US in October surged 183 percent from September to a 22-year monthly high of 153,000, led by technology firms, according to placement company Challenger, Gray & Christmas, CNBC reported. "A disruptive technology is changing the landscape," Andy Challenger, revenue officer for the firm, was quoted as saying. Official government data on employment has been suspended during the current shutdown in Washington.

China Burnishes Free Trade Credentials at Shanghai Expo

Chinese Premier Li Qiang said China is resolved to open wider its huge consumer market to international businesses. In a keynote address opening the 8th China International Import Expo in Shanghai, he said all nations must embrace free markets during a time of global economic slowdown and geopolitical disputes. "China is willing to work with all parties to create an open and inclusive development environment, enhance trade and investment, and ensure the stability of global supply chains," he said, adding that the agreement reached at the recent South Korean summit between President Xi Jinping and US President Donald Trump was a significant step in trying to restore normalcy. The trade expo, largest of its kind in the world, runs from November 5-10, aiming to burnish China's free trade credentials and encourage foreign participation in domestic markets.

Separately, Commerce Minister Wang Wentao announced a new initiative to increase imports, promoting China as a huge market opportunity for foreign producers. On the eve of the expo opening, he said the campaign will include 10 major events a year, featuring five or six countries each time.
