US, Japan told to stop meddling in China

China urged the United States and Japan to immediately stop meddling in China’s domestic affairs and harming Chinese interests.

“We urge the US and Japan to take China’s concern seriously, abide by the one-China principle, and immediately stop meddling in China’s domestic affairs and harming Chinese interests,” a Chinese foreign ministry spokesperson said on Saturday. “China will take all necessary measures to resolutely defend its sovereignty, security and development interests.”

The spokesperson was commenting on a US-Japan leaders’ statement, expressing concern over Taiwan issues, the Diaoyu Islands, Hong Kong, Xinjiang and the South China Sea.

The spokesperson said that Taiwan and the Diaoyu Islands are Chinese territories, adding that issues relating to Hong Kong and Xinjiang are China’s internal affairs, and China has indisputable sovereignty over islands in the South China Sea and waters around them.

The spokesperson stressed that the US-Japan joint leaders’ statement has grossly interfered in China’s domestic affairs and severely violated basic norms governing international relations.

“China deplores and rejects it. We have stated our solemn position to the US and Japan through the diplomatic channel,” said the spokesperson.

The US and Japan are actually ganging up to form cliques and fanning bloc confrontation while talking about “free and open,” the spokesperson said.

“This anachronistic move runs counter to the aspiration for peace, development and cooperation shared by the overwhelming majority of countries in the region and beyond.”

It will only enable the world to see with increasing clarity the detrimental nature of the US-Japan alliance, which attempts to undermine regional peace and stability, the spokesperson said.

US President Joe Biden and visiting Japanese Prime Minister Yoshihide Suga on Friday voiced commitment on strengthening the alliance. Suga said he and Biden discussed “China’s influence over the peace and prosperity of the Indo-Pacific region and the world at large,” while noting that they agreed on the need for engaging in “frank dialogue with China.”

Need for tackling climate crisis urgently emphasized

The United States and China are committed to cooperating with each other and with other countries to tackle the climate crisis with urgency, according to a joint statement issued by the two countries on Sunday.

The statement was released after talks between Xie Zhenhua, China’s special envoy for climate change affairs, and John Kerry, US special presidential envoy for climate, from Thursday to Friday in Shanghai.

The two countries would enhance “their respective actions and cooperating in multilateral processes, including the United Nations Framework Convention on Climate Change and the Paris Agreement,” the statement read.

“Moving forward, China and the United States are firmly committed to working together and with other parties to strengthen implementation of the Paris Agreement,” it said.

The two sides are committed to pursuing efforts to hold the global average temperature increase to well below 2 degrees Celsius, limiting it to 1.5 degrees Celsius, which is in accordance with Article 2 of the Agreement, according to the statement. The two sides look forward to the US-hosted virtual summit on climate change on April 22 and 23.

The statement added that the two countries will take other actions in the short term to further contribute to addressing the climate crisis and will cooperate to promote a successful COP 26 (26th UN Climate Change Conference of the Parties) in Glasgow, UK, in November.

It said both countries also intend to develop their respective long-term strategies before the Glasgow conference and take “appropriate actions to maximize international investment and finance in support of” the energy transition in developing countries.

Longer-term actions that need to be taken to keep the temperature goals of the Paris accord “within reach” include reducing emissions from industry and power generation while stepping up renewable energy, clean transportation and climate-resistant agriculture.

Meeting with reporters in Seoul on Sunday, Kerry said the language in the statement is “strong” and that the two countries agreed on “critical elements on where we have to go.” Kerry said he and Chinese officials had a lot of discussions on how to accelerate a global energy transition.

US President Joe Biden has invited 40 world leaders, including Chinese President Xi Jinping, to the April 22-23 summit. The US and other countries are expected to announce more ambitious national targets for cutting carbon emissions ahead of or at the meeting, along with pledging financial help for climate efforts by less wealthy nations.

China summons Japanese ambassador to lodge representations over Japan's decision to dump nuclear wastewater

China's Assistant Foreign Minister Wu Jianghao on Thursday summoned the Japanese ambassador to China Tarumi Hideo. Wu lodged solemn representations against the Japanese government's decision to dump the wastewater from the Fukushima nuclear plant into the sea.

Wu said Japan's relevant decision disregarded the global marine environment, the safety of international public health, and the security interests of people from the surrounding countries.

He said such a decision is a violation of international law and rules and should not be a behavior of a modern civilized country.

"China is strongly dissatisfied with and firmly opposes this decision," Wu said.

China urges Japan to recognize the responsibilities it shoulders and fulfill its international obligations in a scientific manner, said Wu.

He said that Japan should review the issue of disposing of the wastewater from the Fukushima nuclear plant and withdraw its decision to dump the wastewater into the sea.

Wu said a joint technical working group, which includes Chinese experts, should be set up under the framework of the international institutions, to ensure that the disposal of nuclear wastewater is strictly under international evaluation, checks, and supervision.

Before reaching a consensus with all relevant stakeholders and international institutions through consultations, Japan should not discharge the nuclear wastewater into the sea, said Wu.

He added that China will, together with the international community, continue to closely watch the development of the matter and reserves the right to make further responses.

Pfizer CEO: Vaccine third dose 'likely' needed within 12 months

The head of Pfizer said in an interview aired on Thursday that people will "likely" need a third dose of his company's COVID-19 vaccine within a year of being fully vaccinated.

CEO Albert Bourla also said annual vaccinations against the coronavirus may well be required.

"We need to see what would be the sequence, and for how often we need to do that, that remains to be seen," Bourla told CNBC in an interview recorded on April 1.

"A likely scenario is that there will be likely a need for a third dose, somewhere between six and 12 months and then from there, there will be an annual revaccination, but all of that needs to be confirmed," he said, adding that variants will play a "key role."

"It is extremely important to suppress the pool of people that can be susceptible to the virus," he said.

Researchers currently don't know how long vaccines provide protection against the coronavirus.

Pfizer published a study earlier this month that said its jab is more than 91 percent effective at protecting against the coronavirus, and more than 95 percent effective against severe cases of COVID-19 up to six months after the second dose.

But researchers say more data is needed to determine whether protection lasts after six months.

David Kessler, head of US President Joe Biden's COVID-19 response team, warned a congressional committee on Thursday that Americans should expect to receive booster shots to defend against coronavirus variants.

"We don't know everything at this moment," he told the House Coronavirus Crisis Subcommittee. "We are studying the durability of the antibody response."

"It seems strong but there is some waning of that and no doubt the variants challenge," he said.

"I think for planning purposes, planning purposes only, I think we should expect that we may have to boost."

The Pfizer vaccine, developed in partnership with German firm BioNTech, currently plays a leading role in American and European vaccination campaigns.

The pharmaceutical giant announced in February that it was testing a third dose of its vaccine to better combat the emerging variants.

Chinese mainland reports 11 new COVID-19 cases

The Chinese mainland on Thursday reported one new locally transmitted COVID-19 case in Yunnan Province, the National Health Commission said in its daily report on Friday.

The same day also saw 10 new imported cases on the mainland. Of them, three each were in Shanghai and Shandong, two in Guangdong, and one each in Fujian and Shaanxi.

No new suspected COVID-19 cases or new deaths related to COVID-19 were reported.

The Chinese mainland on Thursday reported eight new locally transmitted COVID-19 cases in Yunnan Province, the National Health Commission said on Friday.

The same day also saw 13 new imported cases on the mainland, the commission said in its daily report.

One new suspected case arriving from outside the mainland was reported in Shanghai on Thursday, said the report, adding that no new deaths related to COVID-19 were reported.

US destroyer's Taiwan Strait's passage slammed

China on Thursday protested the passage of a US destroyer through the Taiwan Strait, asking rhetorically whether China would sail in the Gulf of Mexico as a “show of strength.”

China tracked and monitored the USS John S. McCain throughout its passage on Wednesday, Zhang Chunhui, spokesperson for the Chinese military’s eastern theater command, said.

Chinese Foreign Ministry spokesman Zhao Lijian said US ships engaging in “provocations” “send a seriously wrong signal to the forces of Taiwan independence, threatening peace and stability in the Taiwan Strait.”

“Would a Chinese warship go to the Gulf of Mexico to make a show of strength?” he added.

Zhang said China firmly opposed the move and Chinese forces will respond with “strict precautions and vigilance.”

The US Navy said the McCain “conducted a routine Taiwan Strait transit April 7 through international waters in accordance with international law.”

The McCain’s transit follows China’s announcement on Monday that its aircraft carrier Liaoning and associated vessels were holding drills near Taiwan meant to help it “safeguard national sovereignty, security and development interests.”

Meanwhile, the US Navy announced the carrier Theodore Roosevelt and its strike group reentered the South China Sea on Saturday to “conduct routine operations,” the second time the strike group has entered the strategic waterway this year.

Death penalty for 2 former Xinjiang officials

China has sentenced a former education official and a former legal official in the northwestern region of Xinjiang to death with a two-year reprieve on charges including separatism and bribe taking.

Sattar Sawut and Shirzat Bawudun were sentenced on national security charges in a campaign against “two-faced officials” who are seeking to undermine Chinese rule from within the system.

Both men pleaded guilty and neither would file an appeal, said Wang Langtao, vice president of Xinjiang’s regional higher people’s court, at a press conference on Tuesday.

The court said Sattar Sawut, the former head of the regional education department, incorporated ethnic separatism, violence, terrorism, and religious extremism content into minority-language textbooks. He was born in November 1947 in Toksun County, Xinjiang,

“Sattar Sawut took advantage of compiling and publishing ethnic language textbooks for primary and secondary schools to split the country, starting in 2002. He instructed others to pick several people with separatist thoughts to join the textbook compilation team, the court found,” said Wang.

Also sentenced were three other education officials and two textbook editors, according to a documentary released by state broadcaster CCTV last week.

The court said textbooks approved by Sattar Sawut were used for 13 years, bringing grave consequences. It said the 2003 and 2009 editions of the textbooks contained 84 passages preaching ethnic separatism, violence, terrorism and religious extremism and that several people were inspired by the books to participate in terrorist attacks in Urumqi on July 5, 2009, and April 30, 2014, respectively, or became key members of a separatist group headed by former college teacher Ilham Tohti.

Sattar Sawut also took advantage of his government posts to accept bribes worth 15.05 million yuan (US$2.3 million), the court said.

Court authorities have also revealed crimes committed by Shirzat Bawudun, a former government official who had conspired with a terrorist organization and carried out separatist activities under cover of his identity as an official.

Shirzat Bawudun, born in 1966 in Luopu County, Hotan Prefecture, was the former head of the public security bureau of Moyu County of Hotan and the former head of the Xinjiang regional department of justice, said Wang.

Shirzat Bawudun was convicted of “splitting the country” for having colluded with the East Turkistan Islamic Movement and having offered help to separatists and religious extremists, and collaborated with overseas separatist forces. The ETIM is listed as a terrorist group by the United Nations.

Shirzat Bawudun met with ETIM representatives and encouraged others to join the group, Wang said. He also carried out illegal religious activities at his daughter’s wedding and accepted bribes totaling 11.12 million yuan, Wang said.

China says Games boycott against athletes' interest

Attempts to politicize sporting events are against the spirit of the Olympic Charter, Chinese Foreign Ministry spokesperson Zhao Lijian reiterated on Wednesday, adding that it also undermines the interests of athletes of all countries, as well as the international Olympic cause.

Zhao’s remarks came after the US State Department denied on Tuesday that it was considering a joint boycott along with allies of the 2022 Winter Olympics in Beijing.

On Tuesday, US State Department spokesman Ned Price was asked if the United States would consider a joint boycott with allies and said it was “something that we certainly wish to discuss.”

Price later clarified in an email that he was referring to the United States having a coordinated approach rather than specifically discussing a joint boycott. He subsequently wrote in a tweet that there was nothing new to announce.

“Our position on the 2022 Olympics has not changed. We have not discussed and are not discussing any joint boycott with allies and partners,” read a statement sent by the department to the press.

“We regularly discuss common concerns vis-a-vis the PRC with our allies and partners. We will continue to do so, cognizant that a shared approach will always be in our interest,” said the department.

Some politicians in the US have led calls for a boycott of the Olympics, in part over allegations of “human rights abuse” in northwestern Xinjiang. China has rejected the claims and said on Wednesday that allegations of genocide are “the lie of the century from top to bottom.”

The International Olympic Committee and the US Olympic and Paralympic Committee have said in the past they oppose boycotts. In March, IOC President Thomas Bach said history shows that boycotts never achieve anything.

The USOPC reiterated its opposition to a boycott of the 2022 Beijing Winter Olympics on Wednesday, saying athletes should not be used as “political pawns.”

Zhao warned of robust Chinese response to a potential Olympics boycott. He said China has the confidence to work with all parties to make the Beijing 2022 Olympic Winter Games a remarkable and grand event.

China pushes for green packaging in express delivery services

China is actively advancing green packaging in its express delivery industry as authorities have set out clear packaging requirements for both courier service providers and clients, the State Post Bureau said.

Courier companies should purchase packaging materials that meet government-set standards and prioritize materials that can be reused or are easy to recycle, said Guan Aiguang, an official with the bureau, citing new rules on parcel packaging that recently came into effect.

Courier firms should pack parcels in more environmentally friendly and economical ways, by cutting down the use of materials such as adhesive tape and fillers, and by recycling these materials, according to the new rules.

Guan said that clients of express delivery services should also support green packaging and comply with the new rules, which ask them to avoid using materials that are not in line with relative laws and regulations. The bureau will this month launch a one-year campaign to rectify excessive packaging, and official standards limiting excessive packaging will be established for the sector, Guan said.

China’s courier sector handled more than 20 billion parcels by late March this year, a daily average of 240 million parcels, according to the bureau. It projected that China would deliver over 95 billion parcels in 2021.
