Beijing to get upgraded COVID-19 vaccination vehicles this month

A new and improved mobile vaccination vehicle will go into service on the streets of Beijing this month, facilitating the large-scale delivery of COVID-19 vaccinations.

Developed by the Chinese automaker Foton Motor Group, the new bus-like vehicle is an improvement on one put into service in March, making use of an entirely new electric-vehicle body.

It is equipped with new facilities designed to assist the elderly and handicapped people, such as a low floor near the front and a wheelchair ramp in the back.

Unlike previous vaccination vehicles, this new one has an emergency bed and first-aid equipment, such as oxygen cylinders and defibrillators, at the rear of the carriage.

"If the vaccine taker has an adverse reaction, emergency treatment can be carried out here," said Cheng Hua, a product manager with Foton.

The upgrades also include six cameras, which support functions such as facial recognition and body-temperature detection. The cameras use artificial-intelligence algorithms that can automatically send out voice alerts if vaccine takers do not wear masks or have abnormal temperatures. There are also ultraviolet disinfection lights built-in, ensuring that the vehicle remains clean.

Once it arrives at a location, medical personnel will begin offering a one-stop service for registration, disinfection and vaccination.

The vehicle charges on a standard 220-volt outlet and can also be powered by onboard batteries, making it convenient for deployment to various locations.

According to Cheng, the upgraded mobile vehicle can inoculate more than 80 doses in one hour, with COVID-19 vaccination services to be provided to Beijing communities and parks in the near future.

Japan Q1 GDP shrinks 1.3%, hit by virus restrictions

Japan's economy contracted 1.3 percent in the three months to March after the government reimposed virus restrictions in major cities as infections surged, data showed on Tuesday.

The quarter-on-quarter fall came after the world's third-largest economy grew for two quarters to December, but the expansion was stopped in its tracks by a winter increase in coronavirus cases.

The government imposed new virus states of emergency in January in response, urging people to stay at home and calling for restaurants to close earlier.

The measures slowed consumption, hitting growth despite the relative strength of the manufacturing sector.

The 1.3 percent contraction was largely in line with economist expectations.

"Personal consumption has been particularly hard hit by the COVID-19 emergency measures," Naoya Oshikubo, senior economist at SuMi TRUST, said in an analysis issued before the release of the official data.

"On a positive note, private capital investment is expected to continue to pick up as the manufacturing industry as a whole remains strong," Oshikubo said.

Economists warn that the slowdown is likely to continue, with the government forced to impose a third state of emergency in several parts of the country — including economic engines Tokyo and Osaka — earlier this month.

The emergency measures are tougher than in the past, and have been extended to the end of May and expanded to several other regions in recent days.

Further complicating the growth picture is Japan's comparatively slow vaccine rollout, said Marcel Thieliant, senior Japan economist at Capital Economics.

"With the medical situation still worsening and the vaccine rollout too slow, it will take until the end of the year for output to return to pre-virus levels," he said in a note.

Chinese mainland reports 25 new COVID-19 cases

The Chinese mainland on Sunday reported five new locally transmitted COVID-19 cases, the National Health Commission said in its daily report on Monday.

Three of them were reported in Liaoning and two in Anhui.

The same day also saw 20 new imported cases on the mainland. Of them, eight were reported in Zhejiang, six in Shanghai, four in Guangdong, and one each in Hunan and Sichuan.

One new suspected case arriving from outside the mainland was reported in Shanghai. No new deaths related to COVID-19 were reported on Sunday.

China should have, deserves a place in int'l media landscape: spokesperson

China, the world's second-largest economy, the biggest developing country with 1.4 billion people, nearly one fifth of the world's total, with an uninterrupted civilization of 5,000 years, should have and deserves a place in the international media landscape, a Chinese foreign ministry spokesperson said on Tuesday.

Spokesperson Hua Chunying made the remarks at a daily press briefing when asked to comment on a recent American media report saying that China is creating an alternative to a global news media dominated by outlets like the BBC and CNN, and inserting Chinese money, power and perspective into the media in almost every country in the world.

"The world is a diverse and colorful place. In the media sector, instead of having CNN and BBC only, countries should all have their own voices," Hua said.

Due to difference in systems, media outlets in different countries operate in different ways. When evaluating whether a media organization is professional, the most important thing to refer to is whether it abides by journalism ethics of being objective and just in its reporting, she added.

"I have noted that the US Senate Foreign Affairs Committee passed the Strategic Competition Act of 2021, which authorizes US$300 million to be appropriated for each fiscal year to 'counter the malign influence of the Chinese Communist Party globally'," Hua said, stressing that Chinese media make coverage in an objective way and never concoct or disseminate disinformation targeting other countries.

Hua said that Xinhua News Agency is a world-renowned agency with nearly 90 years of history. Following customary operation rules, it provides authoritative and professional news service to global users. Its cooperation with other news agencies is no different from that of AP, Reuters, AFP, Kyodo with others.

"No one can deprive Chinese media like Xinhua their right to exchange and cooperation just because it is from China, a socialist country. Accusing Xinhua of engaging in exchange and cooperation with other agencies based on this alone is some sort of ideological bias and political discrimination," she said.

Hua noted that it is a complete distortion of facts to accuse China of suppressing foreign media and denying US journalists visas.

She said that "After the outbreak of COVID-19, we did what we could to overcome difficulties and help China-based American journalists and their families stranded overseas to return to China. Even though the US refuses to grant Chinese journalists visa extension, we still offer support and assistance to American journalists working in China like all foreign journalists. Their reporting here has not been affected at all."

By abusing discourse hegemony, the US has launched a disinformation attack on China under the pretext of media freedom. In the meantime, the US is letting ideology override the principles of objectivity and authenticity and justifying its political manipulation of cracking down on Chinese media through denigration. Such moves are barely-veiled media hegemony or discourse hegemony, Hua said.

"In the face of lies and rumors to smear and attack China, it is only natural to make our own voices heard," Hua said, adding that China explained truth and facts on many important issues including COVID-19 to leave an objective and right collective narrative and memory for mankind.

"This is what we call a responsible attitude from a responsible country," Hua said.

The World Health Organization said on Wednesday that a variant of COVID-19 behind the acceleration of India's explosive outbreak has been found in dozens of countries all over the world.

The UN health agency said the B.1.617 variant of COVID-19, first found in India in October, had been detected in sequences uploaded to the GISAID open-access database "from 44 countries in all six WHO regions," adding it had received "reports of detections from five additional countries."

Death toll rises to 4 in southwest China helicopter crash

All the four crew members on board a helicopter were confirmed dead after it crashed into a lake in Dali City, southwest China's Yunnan Province on Monday morning, local authorities said on Tuesday.

Two crew members were rescued at around midday Monday, but died after emergency medical treatment failed. Two other members were found around 2:55am on Tuesday and confirmed dead.

The helicopter crashed into the Erhai Lake at 10:20am on Monday as it was attempting to draw water to clear and irrigate a burnt area caused by a forest fire, said the information office of the Dali municipal government.

The fire broke out on Sunday in a forest and was extinguished early Monday. A total of 2,532 people were mobilized to extinguish the fire.

US authorizes Pfizer-BioNTech vaccine for teenagers

The US Food and Drug Administration on Monday authorized the use of the Pfizer-BioNTech COVID-19 vaccine for children aged 12 to 15 years old.

Acting FDA commissioner Janet Woodcock described the move as a "significant step in the fight against the COVID-19 pandemic."

"Today's action allows for a younger population to be protected from COVID-19, bringing us closer to returning to a sense of normalcy and to ending the pandemic," Woodcock said in a statement.

"Parents and guardians can rest assured that the agency undertook a rigorous and thorough review of all available data, as we have with all of our COVID-19 vaccine emergency use authorizations," she added.

The FDA previously granted an emergency use authorization for the Pfizer-BioNTech vaccine to individuals aged 16 and older.

"Having a vaccine authorized for a younger population is a critical step in continuing to lessen the immense public health burden caused by the COVID-19 pandemic," said Peter Marks, director of the FDA's Center for Biologics Evaluation and Research.

The FDA said some 1.5 million COVID-19 cases in individuals aged 11 to 17 years old have been reported to the US Centers for Disease Control and Prevention between March 1, 2020 and April 30, 2021.

The course of the disease is generally milder in children but they can pass it on to older, more vulnerable adults.

Pfizer and its partner BioNTech said in March that their two-dose vaccine regimen was shown to be safe and highly effective in a trial of 2,260 12 to 15 year olds.

President Joe Biden last week stressed the importance of expanding vaccinations to 12 to 15 year olds and said the authorities were "ready to move immediately" once the authorization came through.

Some 20,000 pharmacies around the country were ready to begin to vaccinate adolescents, he said, and doses will also be shipped to pediatricians.

COVID-19 vaccines from Moderna and Johnson & Johnson have also received emergency use authorizations from the FDA but only for individuals over the age of 18.

China's population reaches 1.41178b: official data

China's population on the mainland reached 1.41178 billion, the National Bureau of Statistics said on Tuesday, citing data from the seventh national population census.

Chinese people aged 60 or above account for 18.7 percent of the total population, 5.44 percentage points higher than the level in 2010 when the previous census was conducted.

China's population grows 0.53 percent on average annually in past decade.

The gender ratio of China's population falls slightly to 105.07.

China's population living in urban areas on the mainland totaled 901.99 million, representing 63.89 percent of the total.

China's US embassy has begun accepting non-Chinese vaccine records

China has started to accept vaccination records from people seeking to enter China who have been inoculated in the United States with COVID-19 shots made by US drugmakers.

Travelers who have had the Pfizer-BioNTech shot or the Moderna and Johnson & Johnson vaccines can submit proof as part of the documentation needed for entry into China, the Chinese embassy in Washington said in a statement on Friday.

The guidance suggests the beginnings of an easing in travel requirements.

The world’s second-largest economy has yet to approve vaccines developed by non-Chinese drug makers for use domestically, although the Wall Street Journal reported on Friday that China was planning to authorize the BioNTech COVID-19 vaccine by July.

Chinese officials are reviewing clinical-trial data for the vaccine and are expected to authorize it for domestic use within the next 10 weeks, the report said.

BioNTech said in a statement that it does not speculate on timings of approvals. It has agreed to cooperate with Shanghai Fosun Pharma to deliver 100 million doses to China in 2021, pending approval, the report said.

Fosun has sole marketing rights in China and the German company partners with Pfizer in other parts of world.

Other Chinese embassies that accept non-Chinese vaccination records include the embassy in Iraq. It said in March it would accept any COVID-19 vaccine approved in Iraq, which has given the emergency-use nod to vaccines from China’s Sinopharm and Britain’s AstraZeneca.

China’s Foreign Minister Wang Yi said last month China was willing to hold talks with other countries over mutual recognition of the Chinese QR health code, which would contain a digital certificate of COVID-19 vaccination.

Experts said that approval of vaccine imports could enrich the domestic vaccine pool and help facilitate reciprocal vaccine recognition.
