China to launch Shenzhou-12 manned spaceship on June 17

The Shenzhou-12 manned spaceship will be launched at 9:22am on Thursday (Beijing Time) from the Jiuquan Satellite Launch Center in northwest China, announced the China Manned Space Agency on Wednesday.

The spaceship will take three male astronauts – Nie Haisheng, Liu Boming and Tang Hongbo – into space for the construction of China's space station, said Ji Qiming, assistant to the director of the CMSA, at a press conference held at the launch center.

After entering orbit, the spaceship will conduct a fast automated rendezvous and docking with the in-orbit space station core module Tianhe, forming a complex with the core module and the cargo craft Tianzhou-2. The astronauts aboard Shenzhou-12 will be stationed in the core module and remain in orbit for three months.

The launch will be carried out with a Long March-2F carrier rocket, which will be filled with propellant on Wednesday morning, Ji said.

The Chinese mainland on Tuesday reported 21 new COVID-19 cases, all from abroad, the National Health Commission said in its daily report on Wednesday.

Of the new cases, 15 were reported in Guangdong, three in Shanghai, two in Jiangsu and one in Sichuan, the report said.

No new deaths related to COVID-19 were reported in the day but three new suspected cases, all from abroad, were recorded.

The Chinese mainland on Monday reported two new locally transmitted COVID-19 cases, all reported in Guangdong Province, the National Health Commission said in its daily report on Tuesday.

Also newly reported were 18 imported cases, of which eight were reported in Guangdong, five in Shanghai, and one each in Beijing, Zhejiang, Fujian, Sichuan and Yunnan.

No new suspected cases or new deaths related to COVID-19 were reported in the day.

The Chinese mainland on Thursday reported nine new locally transmitted COVID-19 cases, all in Guangdong Province, the National Health Commission said in its daily report on Friday.

The same day also saw 13 new imported cases on the mainland. Of them, three were reported in Fujian, two in Shanghai, two in Guangdong, two in Sichuan and one each in Beijing, Jiangsu, Zhejiang and Yunnan.

Nine new suspected cases arriving from outside the mainland were reported in Shanghai. No new deaths related to the disease were reported, said the commission.

Over 200,000 foreigners vaccinated against COVID-19 in China

More than 200,000 foreigners in China have been vaccinated against COVID-19, a foreign ministry spokesperson said on Thursday.

Spokesperson Wang Wenbin made the remarks at a press briefing in response to a question regarding how China is facilitating COVID-19 vaccination for foreigners in the country.

"The Chinese government attaches great importance to maintaining and safeguarding the safety and health of foreigners in China," the spokesperson said.

In order to protect foreigners working, living and studying in China and build an effective immune barrier to the greatest extent, China has included the eligible age group among foreigners in the country into the scope of inoculation with domestic vaccines, he said.

Local governments have adopted a slew of measures including creating online booking channels, issuing multilingual registration applications and dispatching foreign language-speaking volunteers to make it easier for foreigners to get vaccinated, Wang added.

Over 824.8 million doses of COVID-19 vaccines had been administered across China as of Wednesday.

The same day also saw 15 new imported cases on the mainland. Of them, seven were reported in Shanghai, three in Guangdong, two in Shaanxi, and one each in Zhejiang, Sichuan and Yunnan.

No new suspected cases or new deaths related to the disease were reported, said the commission.

US tech bill that hampers China's growth slammed

China has denounced a US bill intended to boost the country's ability to compete with Chinese technology, calling it a thinly veiled attack on China's political system and an attempt to hinder its development.

The foreign affairs committee of China's national legislature on Wednesday voiced its strong dissatisfaction with and opposition to the US Senate's approval of "the United States Innovation and Competition Act of 2021."

The bill, full of ideological prejudice and driven by a Cold War mentality, smears and slanders China's development path and foreign and domestic policies, interferes in China's internal affairs and attempts to contain China's development under the banner of "innovation and competition," the committee said in a statement.

The US Senate voted 68-32 on Tuesday to approve the package of legislation authorizing about US$190 billion for provisions to strengthen US technology and research. It would separately approve spending US$54 billion to increase US production and research into semiconductors and telecommunications equipment, including US$2 billion dedicated to chips used by automakers that have seen massive shortages and made significant production cuts.

China's legislature said the bill attempts to maintain the US global hegemony by fanning the so-called China threat, to interfere in China's internal affairs on the pretext of human rights and religion, and to take away China's legitimate right to development by means of "decoupling" in the scientific, technological and economic areas.

The bill shows that the paranoid delusion of seeking unilateral dominance has distorted the purpose of innovation and competition, the statement noted.

The world is entering a period of turbulence and transformation, and against this backdrop, the practice of continuously targeting China as a hypothetical enemy goes against the world trend, is unpopular and is doomed to fail, it said.

The bill must pass the House of Representatives to be sent to the White House for US President Joe Biden to sign into law. It is not clear what legislation in the House will look like or when it might take it up.

The bill has a number of other China-related provisions including prohibiting the social media app TikTok from being downloaded on government devices, and would block the purchase of drones manufactured and sold by companies backed by the Chinese government. It includes provisions expressing support for Taiwan, references to Hong Kong, and criticism of Chinese policy in the northwestern region of Xinjiang.

The bill would also create broad new mandatory sanctions on Chinese entities "engaged in US cyberattacks or theft of US intellectual property from US firms," and provides for a review of export controls on items that "could be used to support human rights abuses."

Stressing that the Taiwan question concerns China's national sovereignty and territorial integrity and concerns China's core interests, the statement said the Taiwan-related articles of the bill severely violate the one-China principle and the provisions of the three China-US joint communiques.

"We resolutely oppose any official exchanges between the United States and Taiwan," the statement said. "Issues related to Xinjiang, Tibet and Hong Kong are purely China's internal affairs that allow no foreign interference."

The bill's passage comes days after Biden expanded a list of Chinese companies whose shares are off-limits to American investors.

Biden to announce major COVID-19 vaccine sharing plan

Joe Biden triumphantly announced "the United States is back!" as he kicked off his first overseas tour as US president, urging global collaboration and consensus to rebuild after COVID-19 and reset diplomatic ties after the divisive isolation of the Trump era.

His multilateral charm offensive began even before he touched down in England for a packed week that takes in a G7 leaders' meeting, summits with NATO and the European Union, and talks with his Russian counterpart Vladimir Putin.

On the way, Biden's national security adviser, Jake Sullivan, told reporters aboard Air Force One that the president would kick things off with news of a major vaccine-sharing initiative.

Sullivan would not give full details, but US media reports said the Biden administration is set to buy 500 million doses of the Pfizer/BioNTech vaccine for international distribution.

The Group of Seven will make a further joint declaration on "a comprehensive plan to help end this pandemic as rapidly as possible," he said.

'Tight' transatlantic ties

US armed forces personnel stationed at British Royal Air Force base Mildenhall in eastern England gave Biden, 78, and his wife, Jill, a raucous welcome after the presidential jet touched down.

The US leader is due to meet with British Prime Minister Boris Johnson on Thursday.

He will attend the G7 gathering in a Cornish seaside resort from Friday to Sunday, alongside the leaders of Britain, Canada, France, Germany, Italy and Japan.

Then, in rapid succession, he will visit Queen Elizabeth II at Windsor Castle and fly to Brussels for summits with the NATO military alliance on Monday and the European Union on Tuesday.

He will finish in Geneva to meet Putin next Wednesday.

With the world still crawling out from under the wreckage of COVID-19, Biden has cast his diplomatic marathon as a return to US leadership.

At RAF Mildenhall, he quoted the Irish poet WB Yeats' "Easter 1916" – about the Irish rebellion against British rule – to sum up how the world had been "transformed utterly" by the global health crisis.

Biden's pitch marks a return to traditional US diplomacy after four years during which his predecessor Donald Trump flirted with autocrats and recast multilateralism as a dirty word.

At his meeting with Putin, Biden said he would "let him know what I want him to know," to loud cheers.

'Wind at back'

However, some European partners, stung by Trump, may be sceptical about his pledge.

EU trade commissioner Valdis Dombrovskis called on the US to "walk the talk" when it comes to resolving lingering Trump-era trade disputes.

And there was friction last month when Washington blocked French attempts at the United Nations to demand a ceasefire between Israel and Hamas in Gaza.

Biden's ramping up of vaccine donations also follows what critics saw as a long period of hoarding.

China bid to develop growth of blockchain

China is hoping to boost the technological application and industrial development of blockchain over the next decade, according to a guideline released by industrial development and cyberspace affairs authorities.

By 2025, the country aims to take the comprehensive strength of its blockchain industry to the most advanced level in the world, according to a document jointly released by the Ministry of Industry and Information Technology and the Office of the Central Cyberspace Affairs Commission on Monday.

The country's blockchain industry and its industrial standard system shall begin to take shape by 2025, with the blockchain technology applied to multiple economic and social fields, the document noted.

In the next five years, China shall support the establishment of three to five backbone enterprises with international competitiveness, as well as a number of innovation-driven enterprises and three to five blockchain industrial clusters.

By 2030, the blockchain industry shall see further expansion in both comprehensive strength and industrial scale, and deepen integration with next-generation information technologies such as big data and artificial intelligence, the document added.

Currently, there are around 75,000 blockchain-related enterprises in China.
