Japan Approves Restart of Biggest Nuclear Power Plant

Japanese authorities approved the restart of the world's biggest nuclear power plant, which has sat idle since the Fukushima nuclear plant disaster in 2011. Many local residents disapprove of plans to allow Tokyo Electric Power to restart one of seven reactors at the Kashiwazaki-Kariwa plant in Niigata prefecture. The powerful earthquake and tsunami that trigged a meltdown at the Fukushima plant remain fresh in the public mind, and the nation's regulators have taken a slow approach in restarting 14 of 33 nuclear reactors that remain operable. The Kashiwazaki-Kariwa plant, which has a combined capacity of about 8,200 megawatts, is located about 320 kilometers north of Tokyo on the island of Honshu.

China Accuses US of Breaking International Law

China called the US seizure of another oil tanker off Venezuela's coast a serious violation of international law. Foreign ministry spokesperson Lin Jian told a daily press briefing that China opposes all "unilateral and illegal" sanctions imposed on shipping. The US Coast Guard intercepted a second crude tanker, which was bound for China, in open waters of the Caribbean over the weekend after President Donald Trump announced a blockade of all sanctioned oil tankers entering and leaving Venezuela. Washington claimed the tanker was operating under a "false flag."

Gold rose more than 2 percent to a record in New York on Monday, as investors sought a safe haven from US-Venezuela tensions and persistent concerns about a bubble in AI investment. Silver also touched an all-time peak. Spot gold was at US$4,434 in late trading.

China Seeks End to Cambodia-Thai Hostilities

China has sent an envoy to Southeast Asia to try to de-escalate renewed clashes between Cambodia and Thailand over a longstanding border dispute. Deng Xijun, special envoy for Asian affairs, said China will continue to "play a constructive role in facilitating a peaceful settlement" of the dispute, China's foreign ministry said in a statement. Washington, too, has been trying to engineer a return to ceasefire after the one US President Donald Trump helped broker in October collapsed. About 60 people have died and more than half a million have been displaced since the two nations resumed hostilities several weeks ago.

China Issues New Rules for Online Commerce

China released new rules on Saturday to regulate pricing practices of Internet platforms, requiring transparency on pricing practices of website operators and merchants. The rules also give vendors the right to set pricing without interference from platform operators and prohibit operators from imposing unreasonable restrictions on them. To protect consumers, the regulations require clear price labeling and govern services such as password-free payments, automatic renewals and unsolicited deductions. The rules come into effect next April.

Construction Blitz in AI Data Centers Shows No Letup

The worldwide investment frenzy to build data centers that house AI workloads will surge to a record of more than US$61 billion this year, S&P Global reported. The spending frenzy is continuing even as investors raise concerns that it's too much, too fast, and as energy experts warn about the high electricity loads needed to power the centers. Much AI infrastructure investment is financed by debt. S&P data show more than 100 financial transactions related to data centers in the first 11 months of the year, with debt doubling to US$182 billion, led by Meta, Google and Amazon. The majority of data center activity is in the US and Asia-Pacific region, with growth emerging among wealthy Gulf states seeking to be regional AI hubs.

S&P Global Market Intelligence analysts predict competition in AI will continue to fuel spending on data centers next year. An ING bank analysis agreed with that assessment, while acknowledging investor concerns about the ability of tech giants to turn massive spending into profits in the foreseeable future.

In 2024, global data centers consumed an estimated 415 terawatt-hours of electricity – 1.5 percent of worldwide consumption, or roughly equivalent to total annual electricity use in France. The International Energy Agency estimates that demand could double by 2030, requiring the addition of generating capacity equivalent to the entire current grid of Germany. In terms of building new energy infrastructure, China is leading the US.

China's Tropical Province Becomes Trade Paradise

China's tropical southern island province of Hainan embarks today on one of the nation's biggest trade liberalism policies in years as it becomes the nation's first duty-free port – a designation that once catapulted nearby Hong Kong into a trade and tourism hub. Chinese Vice Premier He Lifeng said the duty-trade zone presents a gateway to a "new era of opening up to the world." Hainan is one of China's smallest provinces but one of the world's largest duty-free zones by area. The zone, the size of Belgium, allows some 6,600 imported goods to enter with no tariff and streamlined customed procedures. Some restrictions remain, however, on movement of duty-free goods to the wider mainland market. Hainan-produced goods using duty-free materials will be allowed to enter the mainland market exempt from import tariffs if they add 30 percent in value by processing. Chi Fulin, president of the Hainan Institute for free-trade studies, said the duty-free zone is a pioneer in reforms that may eventually be implemented nationwide.

TikTok's Legal Status in US Reported Resolved

TikTok's operations in the US will be housed in new joint venture, controlled by US-based investors Oracle and Silver Lake, and Abu Dhabi investment firm MGX, CNBC and Reuters reported, citing a memo they obtained from TikTok Chief Executive Shou Zi Chew to employees. The arrangement effectively ends a standoff with Washington over Chinese control of the popular ByteDance platform. No figure on financial terms was disclosed. Under the deal, the new venture, called TikTok USDS Joint Venture, will be 50 percent held by Oracle, Silver Lake and MGX; 30 percent will be held by certain existing investors of ByteDance; and 20 percent will be retained by ByteDance. Citing national security concerns, Congress passed a law a year ago requiring China-based ByteDance to divest itself of TikTok's US operations or face an effective ban in the country. President Donald Trump, himself a fan of the short-video, lifestyle platform, has been trying to broker a deal to keep TikTok in the US.

China Rebukes US 'Bullying' Toward Venezuela

China Foreign Minister Wang Yi told his Venezuelan counterpart in a phone call that Beijing rejects "unilateral bullying" and supports countries safeguarding their sovereignty, the Ministry of Foreign Affairs said in a statement. The comments came after US President Donald Trump ordered a complete blockade of all sanctioned oil tankers going in and out of Venezuelan ports and declared the government of President Nicolás Maduro a terrorist regime. Venezuela has dispatched its navy to escort oil tankers, threatening a further confrontation with the US.

OPEC member Venezuela relies on oil exports to finance its tottering economy. Global oil prices rose on the blockade news, with benchmark Brent crude 2.9 percent higher in late New York trading. The US has beefed up the presence of its military in the Caribbean. At least 90 people have been killed in US strikes on boats alleged to be carrying illegal drugs to the US.
