China urges US not to obscure, hollow out one-China principle

The United States should abide by the one-China principle and stipulations in the three China-US joint communiques, and stop obscuring and hollowing out the one-China principle, Foreign Ministry spokesperson Wang Wenbin said on Monday in response to recent remarks by US State Department Spokesperson Ned Price.

In a social media post, Price said that China continues to misrepresent US policy, and that the United States remains committed to its longstanding, bipartisan one-China policy, guided by the so-called "Taiwan Relations Act", Three Joint Communiques, and Six Assurances.

Wang said that Price's comments are a distortion of facts and history.

The Taiwan question is the most important and sensitive issue in China-US relations. The core of the Taiwan question is "one China." There is but one China in the world, Taiwan is a part of China, and the government of the People's Republic of China is the sole legal government representing the whole of China.

"This is the core concept of the one-China principle, which has become the consensus of the international community and the basic norm governing international relations," Wang said.

A total of 181 countries, including the United States, have established diplomatic relations with China on the basis of recognizing the one-China principle, he added.

In history, the Taiwan question was the biggest obstacle to the normalization of China-US relations. That's because China firmly adhered to the one-China principle and would never make any compromises or concessions on this issue, Wang said.

In 1971, the United States affirmed to China that it would pursue new principles with regard to the Taiwan question, which include: the United States would acknowledge that there is only one China in the world and Taiwan is a part of China, and the US side would not support any "Taiwan independence" movement, the spokesperson said.

In the Shanghai Communique released in 1972, the US side declared that "the United States acknowledges that all Chinese on either side of the Taiwan Strait maintain there is but one China and that Taiwan is a part of China. The United States Government does not challenge that position."

Wang said the above-mentioned commitments made by the United States started the process toward the normalization of China-US relations.

In the China-US joint communique on the establishment of diplomatic relations released in 1978, the United States "recognizes the Government of the People's Republic of China as the sole legal Government of China" and "acknowledges the Chinese position that there is but one China and Taiwan is part of China."

In the August 17 Communique released in 1982, the United States "reiterates that it has no intention of infringing on Chinese sovereignty and territorial integrity, or interfering in China's internal affairs, or pursuing a policy of 'two Chinas' or 'one China, one Taiwan'."

"These commitments are there for all to see. They are crystal clear and inked in the documents. Such historical facts cannot be wiped off or denied," Wang said.

However, over the past 40 years, the United States has not been faithfully implementing the one-China principle and stipulations in the three China-US joint communiques, Wang said.

He added that the US side has significantly eased restrictions on official exchanges with Taiwan, the US-Taiwan military interactions have become more frequent and overt, and the United States even helps Taiwan expand its so-called "international space."

He said that, in recent years, the US side has even tried to obscure and hollow out the one-China principle. For example, the United States is using more descriptions to modify its one-China policy, including its unilaterally-concocted Taiwan Relations Act and Six Assurances that have never been recognized by China and are firmly opposed.

The China-US relationship is state-to-state relations. It can only be guided by the political consensus reached by the two sides, rather than be established on policies concocted unilaterally by the US side, he added.

It is not difficult to tell from the fact that China is not misrepresenting the US policy. It is the US that has been constantly reneging on its own commitments, the consensus of the two sides, and its original position, in order to undermine the peace and stability across the Taiwan Strait and play the "Taiwan card" to contain China, Wang said.

He pointed out that the essence of both the one-China principle and the one-China policy is about "one China," which is the political consensus reached by China and the United States. Without the consensus, China and the United States could not have engaged with each other, established diplomatic ties, and developed bilateral relations.

The Taiwan question is purely China's internal affair, and realizing complete national reunification is the common aspiration of all Chinese people. China is determined to safeguard its own sovereignty and security interests.

"There is zero room for compromise and not an inch to give on the Taiwan question," Wang said.

"We urge the US side to abide by the one-China principle and stipulations in the three China-US joint communiques, return to the original and true meaning of 'one-China', follow through on President Biden's remarks of not supporting 'Taiwan independence', stop hollowing out the one-China principle, stop seeking to contain China with Taiwan-related issues, stop emboldening 'Taiwan independence' separatist forces, and avoid causing severe damage to China-US relations and peace and stability across the Taiwan Strait," he said.

US preparing to deploy monkeypox vaccines amid probable cases

The United States is preparing to give monkeypox vaccines to close contacts of people infected and to deploy treatments, with five cases now either confirmed or probable and the number likely to rise, officials said on Monday.

There is one confirmed US infection so far, in Massachusetts, and four other cases of people with orthopoxviruses – the family that monkeypox belongs to, senior officials with the Centers for Disease Control and Prevention said at a press briefing.

All the suspected cases are presumed to be monkeypox, pending confirmation by testing at CDC headquarters, said Jennifer McQuiston, deputy director of the division of high consequence pathogens and pathology.

One orthopoxvirus case is in New York, one in Florida and two in Utah. All those infected so far in the United States have been men who had a relevant travel history.

Genetic sequencing of the Massachusetts case matched that of a patient in Portugal and belonged to the West African strain, the milder of the two monkeypox strains.

Monkeypox has symptoms similar to smallpox but is far less severe, with most people recovering within weeks.

"Right now we are hoping to maximize vaccine distribution to those that we know would benefit from it," said McQuiston.

"Those are people who've had contacts with a known monkeypox patient, health-care workers, very close personal contacts, and those in particular who might be at high risk for severe disease."

Greater risk to immunocompromised

In terms of supply, the United States has around 1,000 doses of JYNNEOS, a Food and Drug Administration approved vaccine for smallpox and monkeypox "and you can expect that level to ramp up very quickly in the coming weeks as the company provides more doses to us," said McQuiston.

It also has around 100 million doses of an older generation vaccine, ACAM2000.

Both use live viruses but only JYNNEOS is non-replicating, making it the safer option, said McQuiston.

People who are immunocompromised or have particular skin conditions, including eczema, are at greater risk, added John Brooks, a medical epidemiologist.

Transmission of monkeypox occurs through close, sustained skin-to-skin contact with someone who has an active rash, or through respiratory droplets in someone who has lesions in their mouth and is around another person for an extended period of time.

The virus causes a rash, with skin lesions focused on certain areas of the body, or spread more widely. In some cases, during early stages, a rash can start on the genital or perianal areas.

While scientists are concerned that the growing number of cases worldwide may potentially indicate a new type of transmission, so far there is no hard evidence to back that theory, said McQuiston.

Instead, the uptick in cases might be linked to specific spreader events, such as recent raves in Europe that might explain the higher prevalence among gay and bisexual men.

But, warned Brooks, "by no means is the current risk of exposure to monkeypox exclusive to the gay and bisexual community."

The CDC is also developing treatment guidance to allow the deployment of antivirals tecovirimat and brincidofovir, both of which are licensed for smallpox.

Senior Chinese diplomat holds phone conversation with US national security adviser

Yang Jiechi, a member of the Political Bureau of the Communist Party of China Central Committee, on Wednesday held a phone conversation with US National Security Adviser Jake Sullivan at the latter's request.

Yang, also director of the Office of the Foreign Affairs Commission of the CPC Central Committee, said the two countries should earnestly implement the important consensus reached between Chinese President Xi Jinping and US President Joe Biden on the China-US relations.

Recently, the two sides have held some dialogues in such fields as military-to-military, climate change, health and agriculture, which are beneficial, and the momentum of dialogue should be maintained, said Yang.

At the same time, it must be pointed out that for some time, the United States has taken a series of wrong words and deeds that interfere in China's internal affairs and harm China's interests, which China firmly opposes and has responded forcefully, said Yang.

The United States should match its words and deeds, translate its commitments into concrete policies and actions, cooperate with China, properly manage differences between the two sides, and do more constructive things to bring bilateral relations back to the right track of sound and steady development, said Yang.

The Taiwan question is the most important, sensitive and core question in China-US relations, Yang stressed, adding that the US side has made it clear on many occasions that it follows the one-China policy and does not support "Taiwan independence."

However, recent US actions and statements on the Taiwan question are quite different, said Yang, noting that if the US side persists in playing the "Taiwan card" and goes further down the wrong path, it will surely put the situation in serious jeopardy.

China urges the United States to grasp the situation, strictly honor its commitments and abide by the one-China principle and the stipulations of the three Sino-US joint communiques, said Yang, mentioning that the Chinese side will take firm actions to safeguard its sovereignty and security interests, and the US side can count on China to keep its promise.

Seeking peace, cooperation and development is the general trend in the Asia-Pacific region as well as the common aspiration of the people, Yang said, noting that upholding its principle of amity, sincerity, mutual benefit and inclusiveness, China has been developing friendly relations with its neighboring countries, and pursuing mutual benefit and win-win outcomes as well as sharing the same destiny with them.

Any act that undermines the fundamental and long-term interests of countries in the region for its selfish interests is doomed to go nowhere and impracticable, and any attempt to form factions and engage in separatist confrontation is doomed to fail, Yang added.

They also exchanged views on Ukraine and the situation on the Korean Peninsula and some other international and regional issues.

US to fly in baby formula on military contracted planes

The US government will fly in baby formula on commercial planes contracted by the military in an airlift aimed at easing the major shortage plaguing the country, the White House said on Wednesday.

The lack of formula – the result of a perfect storm of supply chain issues and a massive recall – is leaving parents increasingly desperate, and has become a political headache for President Joe Biden as midterm elections loom.

The Department of Defense "will use its contracts with commercial air cargo lines, as it did to move materials during the early months of the COVID-19 pandemic, to transport products from manufacturing facilities abroad that have met Food and Drug Administration safety standards," the White House said.

"Bypassing regular air freighting routes will speed up the importation and distribution of formula and serve as an immediate support as manufacturers continue to ramp up production," it said, dubbing the effort "Operation Fly Formula."

Biden has also invoked the Defense Production Act to give baby formula manufacturers first priority in supplies.

"Directing firms to prioritize and allocate the production of key infant formula inputs will help increase production and speed up in supply chains," the White House said.

Initially caused by supply chain blockages and a lack of production workers due to the pandemic, the shortage was exacerbated in February when, after the death of two infants, manufacturer Abbott announced a "voluntary recall" for formula made at its factory in Michigan and shut down that location.

A subsequent investigation cleared the formula, and the FDA reached an agreement on Monday with Abott to resume production. But it will take weeks to get the critical product back on store shelves.

Bridging the gap

Biden wrote in a letter to the heads of the Departments of Agriculture and Health and Human Services that imports of formula "will serve as a bridge to this ramped up production."

"Therefore, I am requesting you take all appropriate measures available to get additional safe formula into the country immediately," the letter said.

The shortage has left many parents frantic and fearful their infants may starve. Formula is a necessity for many families, particularly in low-income households in which mothers have to return to work almost immediately after giving birth and cannot breastfeed.

A further issue is that prices for the formula that remains have skyrocketed.

The desperation of parents is highlighted on social media, where posts shared hundreds of thousands of times urge people to make formula at home – a move pediatricians warn could fail to provide necessary nutrients to infants and may make them ill.

The formula shortage also has political consequences, with the Republican opposition – which has set its sights on wresting back control of Congress in November's midterm elections – seizing on the issue to berate Biden and the Democrats.

The United States relies on domestic producers for 98 percent of the baby formula it consumes. The average out-of-stock rate for the key product hit 43 percent earlier this month, according to Datasembly, which collected information from more than 11,000 retailers.

US reopens embassy in Ukraine after 3-month closure

The United States reopened its embassy in Ukraine, Secretary of State Antony Blinken said on Wednesday, three months after it ceased operation in anticipation that Russia would launch a military operation in the country.

"Today we are officially resuming operations at the US Embassy in Kyiv," Blinken said in a statement posted on the State Department's website. Kyiv is the Romanized spelling of Ukraine's capital city based on the Ukrainian language.

The secretary said the United States will "continue to support the government and people of Ukraine as they defend their country" in the ongoing war with Russia.

The United States, Blinken said, has taken "additional measures to increase the safety of our colleagues who are returning to Kyiv and (we) have enhanced our security measures and protocols."

The US embassy in Ukraine closed on February 14, 10 days before Russia launched the special military operation in the country.

The United States began evacuating its embassy staff on February 12. State Department personnel first relocated to the western Ukrainian city of Lviv, and then left the country after Russian forces entered Ukraine to conduct the military operation.

Sweden, Finland to submit NATO applications Wednesday

Sweden and Finland will jointly submit their applications for the North Atlantic Treaty Organization (NATO) membership on Wednesday, Swedish Prime Minister Magdalena Andersson said on Tuesday.

NATO membership will strengthen security in Sweden as well as in the Baltic Sea region, she said at a press conference with visiting Finnish President Sauli Niinisto.

Submitting joint applications with Finland "means that we can contribute to security in northern Europe," Andersson added.

Security in the two countries is closely linked, she said, and close cooperation has been crucial. "Our joint NATO application is a signal that we are united for the future."

Swedish Foreign Minister Ann Linde signed the country's NATO membership application on Tuesday morning.

Russian President Vladimir Putin said on Monday that Moscow would respond if NATO were to deploy military infrastructure on the territories of Finland or Sweden.

Niinisto is visiting Sweden from Tuesday to Wednesday. Andersson and Niinisto are then scheduled to meet with US President Joe Biden in Washington on Thursday, according to the Swedish government.

Russia forecasts 7.8% GDP contraction in 2022

The Russian Ministry of Economic Development on Tuesday expected the country's gross domestic product to decrease by 7.8 percent year on year in 2022.

Investment in fixed assets could nosedive by 19.4 percent and the retail trade turnover may plummet by 8.7 percent this year, a representative of the ministry told reporters.

The ministry expected the unemployment rate to rise to 6.7 percent from 4.8 percent last year and the real disposable income of Russians to drop by 6.8 percent this year.

Inflation could surge to 17.5 percent in 2022 from 8.4 percent in 2021, it predicted.

Ukraine says evacuation from Azovstal only way to save troops

The evacuation of Ukrainian troops from the Azovstal steel plant in Mariupol was the only possible formula for their rescue, Ukraine's government-run Ukrinform news agency reported on Tuesday, citing Deputy Defense Minister Hanna Malyar.

"Unfortunately, military unblocking is impossible in this situation. There can be no other formula of salvation than the one currently in use. It was the only way out," Malyar said.

Ukrainian military forces have fully fulfilled their combat mission in Mariupol, Malyar said.

She added that the rescue operation from Azovstal will continue until Ukrainian soldiers return home from the uncontrolled territory.

Malyar said that 53 seriously wounded soldiers were taken to a health care facility in Novoazovsk town for medical treatment, while 211 other troops were taken to Olenivka town through the humanitarian corridor.

Kiev expects that the Ukrainian soldiers will be exchanged for the captured Russians.

Mariupol, a key Azov Sea port city in eastern Ukraine, saw one of the worst bouts of violence in the Russia-Ukraine conflict.

The Azovstal plant, which covers about 11 square km, is the holdout of the Ukrainian forces in Mariupol.

President Emmanuel Macron on Monday named Labour Minister Elisabeth Borne as prime minister to lead his ambitious reform plans, the first woman to head the French government in over 30 years.

Outgoing Prime Minister Jean Castex earlier handed his resignation to the president, part of a widely expected reshuffle to make way for a new government in the wake of Macron's reelection in April.

The last woman premier, Edith Cresson, briefly headed the Cabinet from May 1991 to April 1992 under President Francois Mitterrand.

Ending weeks of speculation, the Elysee confirmed Borne's nomination in a statement and she then headed to the Matignon residence of the premier in Paris for the handover with Castex.

The departure of Castex, who was a surprise choice for the role in 2020, enables Macron to reshape the Cabinet ahead of crucial parliamentary polls in June. The new government under Borne is expected to be announced in the next few days.

The centrist Macron will need a legislative majority to push through his domestic agenda following his reelection, with a new left-wing alliance and the far-right threatening to block his program.

Speculation has been rife in recent weeks about Castex's replacement, with Macron indicating he wanted a woman with left-wing and environmental credentials.

Those criteria reflect his desire to focus on schools and health in the early part of his second term, as well as the climate crisis which he has promised to prioritize.

'High time'

Borne, 61, is seen as an able technocrat who can negotiate prudently with unions, as the president embarks on a new package of social reforms that notably include a rise in the retirement age which risks sparking protests.

A French presidential official, who asked not to be named, described Borne as a woman of "conviction, action and realization," noting her "capacity to carry out reforms."

"It was high time there was another woman," Cresson, who knows Borne personally, told BFM-TV.

"She is a remarkable person, with great experience in the public and private sectors... She's a very good choice because she's a remarkable person, not because she's a woman," she added.

She expressed amazement that it had taken France – which has never had a female head of state – so long to have another woman prime minister.

"France is very behind – not the French population but the political class," added Cresson, who was the target of numerous sexist attacks during her time in office.

Russian President Vladimir Putin said on Monday that Moscow would respond if the North Atlantic Treaty Organization would deploy military infrastructure on the territories of Finland or Sweden.

"The expansion of military infrastructure into these territories would certainly trigger our response, which would depend on the kind of threats this would pose for us," the Kremlin cited the president as saying at a summit of the Collective Security Treaty Organization in Moscow.

Putin added that the issue of NATO enlargement is largely artificial, and is being used by the United States as a foreign policy tool.

"NATO is being used as a foreign policy instrument by one country, and this is being done quite persistently, skillfully and very aggressively," Putin said, further pointing out that the situation has a deteriorating effect on international security.

Both Finland and Sweden have announced decisions to apply for the NATO membership.

On Sunday, Finland's president and the government's foreign policy committee took the official decision to start the process of the country's application to become a NATO member.
