China takes action to prevent casualties due to downpours

China's State Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management have urged efforts to prevent casualties resulting from heavy rainfall.

Flash floods caused by downpours in various parts of the country have resulted in casualties recently. Meanwhile, high temperature continues to scorch the Yangtze River basin, the authorities said on Sunday, adding that the situation of flood control and drought relief across the country remains complex and grim.

Efforts should be made on the timely evacuation of people affected by natural disasters, as well as enhancing the monitoring and forecasting of disasters and risks, the authorities said.

Local authorities were urged to pay particular attention to the safety of workers and tourists in mountain and hilly areas, and move resolutely to close construction sites and scenic spots and evacuate people to prevent casualties caused by flash floods.

Drought relief and the transfer of emergency water supplies should also be advanced, said the authorities.

China's surveyed urban unemployment rate continues to drop in July

China's surveyed urban unemployment rate continued to drop in July, down from 5.5 percent in June, to stand at 5.4 percent last month, official data showed on Monday.

In the first seven months of the year, 7.83 million new urban jobs were created, according to the National Bureau of Statistics.

The surveyed unemployment rate among those aged between 25 and 59, which constitute the majority of the labor market, dropped to 4.3 percent in July, according to the data.

The surveyed unemployment rate in 31 major cities came in at 5.6 percent in July, down 0.2 percentage points from June.

The surveyed urban unemployment rate is calculated based on the number of unemployed people who have participated in the employment survey in urban areas, including migrant workers in cities.

China renews orange alert for high temperatures

China's national observatory on Thursday continued to issue an orange alert for high temperatures as an intense heatwave lingers in multiple regions of the country.

During daylight hours on Thursday, parts of Xinjiang, Inner Mongolia, Shaanxi, Henan, Anhui, Jiangsu, Shanghai, Sichuan, Chongqing, Hubei, Hunan, Jiangxi, Zhejiang, Fujian and Guizhou are expected to experience high temperatures over 35 degrees Celsius, according to the National Meteorological Center.

Temperatures in parts of Shaanxi, Hubei, Sichuan, Chongqing, Jiangsu, Anhui and Zhejiang may surpass 40 degrees Celsius, said the center.

The center advised the public to avoid outdoor activities during high-temperature periods and suggested workers shorten the duration of exposure to high temperatures outdoors.

Measures should also be taken to prevent fires caused by excessive power loads on wires and transformers, due to excessive electricity consumption, it said.

China has a four-tier, color-coded weather warning system, with red representing the most severe warning, followed by orange, yellow and blue.

Taiwan cancels pre-flight COVID-19 testing requirement for inbound travelers

Starting from Monday, all travelers coming to Taiwan will no longer be required to present a negative nucleic acid test result effective within two days ahead of the flight, according to the island's disease monitoring agency.

The inbound travelers will subsequently have three days of isolation and four days of self-prevention after landing in Taiwan, said the agency in a statement.

Taiwan has gradually loosened COVID-19 response measures as the epidemic in the island is on the decline. It has shortened the duration of isolation for inbound trips from seven days to three days since June.

Statistics from the agency on Thursday showed that the region reported 22,650 new locally transmitted cases and 44 deaths over the past 24 hours, with the accumulated number of local cases recorded in Taiwan reaching 4.8 million.

Chinese FM firmly refutes G7 statement on Taiwan

Chinese State Councilor and Foreign Minister Wang Yi on Thursday firmly refuted a Taiwan-related statement made by the Group of Seven (G7) foreign ministers.

The ins and outs of the current tension over the Taiwan Strait are crystal clear, so are the rights and wrongs. It is the United States which started the trouble, created the crisis, and continuously escalated the tensions, Wang said on the sidelines of meetings of foreign ministers on East Asia cooperation.

"The flagrant provocation by the United States has set an egregious precedent. If it's not corrected and countered, will the principle of non-interference in internal affairs still exist? Will the international law still be upheld? How can the regional peace be safeguarded?" he asked.

Wang stressed that the statement of the G7 foreign ministers distorts facts and confounds right and wrong.

"Where did they get the right to groundlessly criticize China's reasonable and lawful measures for safeguarding its sovereignty and territorial integrity? Who granted them the authority? Isn't it absurd that the infringer is shielded whereas the defender is accused?" he asked.

Noting that the G7's wrongdoing has aroused great indignation among the Chinese people, Wang said the sovereignty and independence of China and other countries were earned through bloody battles fought by the people and should never be infringed upon again.

Today's China is no longer the China of the 19th century, and history should not and will not repeat itself, he stressed.

The international community should unequivocally oppose any act that challenges the one-China principle and resist all infringements on the sovereignty and territorial integrity of all countries, Wang said.

Regional countries should be more united against any hegemony bullying the region, he said, adding only in this way can regional countries truly safeguard their own security as well as regional peace and stability.

US declares public health emergency over monkeypox

The US government on Thursday declared monkeypox a public health emergency, more than a week after the World Health Organization qualified the outbreak as a global emergency.

"We are prepared to take our response to the next level in addressing this virus and we urge every American to take monkeypox seriously," Xavier Becerra, secretary of the Department of Health and Human Services (HHS), told reporters during a briefing.

As of Thursday, the United States has confirmed more than 6,600 cases of monkeypox, nearly 25 percent of the global total of 25,800 so far.

A public health emergency can trigger grant funding and open up more resources for various aspects of a federal response. It also allows the HHS secretary to enter into contracts for treatments and other necessary medical supplies and equipment, as well as support emergency hospital services, among other things.

New York, California and Illinois, the top three states in terms of confirmed monkeypox cases in the country, have already declared state of emergencies in response to the outbreak. Some cities, including New York City, San Francisco and Los Angeles, have also made their own emergency declarations.

Despite Thursday's proclamation, HHS officials still hoped to prevent monkeypox from becoming endemic in the country.

"We continue to marshal forward the tools that we need to make sure that we can take on monkeypox and keep it from spreading to the point of becoming endemic," Becerra said Thursday, adding, "There should be no reason why we can't stay ahead of this if we all work together."

But some experts warned that the outbreak could not be contained only if the authority moved more quickly and effectively.

Gregg Gonsalves, an expert in policy modeling on infectious disease and substance use from Yale University, called Becerra "a liar" on his official twitter page on Wednesday after the HHS secretary touted the authority had "made vaccines, tests and treatments well beyond the numbers that are currently needed, available to all jurisdictions who manage their public health systems."

"Unfortunately, delayed actions mean monkeypox has spread within the gay community and among other men who have sex with men," David Harvey, executive director of the National Coalition of STD Directors, told the Guardian on Monday.

"This outbreak has grown to be a public health crisis in America. We are still in a very chaotic situation at the state and local level with an organized response," he said.

Advocates and lawmakers are calling for the Biden administration to remove barriers to access for TPOXX, which is FDA-approved for the treatment of human smallpox disease caused by variola virus in adults and children, to reduce the spread of monkeypox.

Currently, if a health care provider wants to try TPOXX for a monkeypox patient, they have to obtain special approval through the CDC and its "Investigational New Drug" program.

Chinese mainland suspends entry of certain fruits, fish products from Taiwan

Relevant authorities on the Chinese mainland will suspend the entry of citrus fruits and two types of fish products from the Taiwan region starting Wednesday, said a spokesperson.

The entry of citrus fruits including grapefruits, lemons and oranges, as well as chilled largehead hairtail and frozen horse mackerel from Taiwan will be suspended in accordance with the mainland's relevant regulations, and food safety requirements, said Ma Xiaoguang, a spokesperson for the Taiwan Affairs Office of the State Council.

1st grain ship leaving Ukraine anchors off Istanbul for inspection

The first grain-laden cargo ship leaving the Ukrainian port under a UN-brokered deal anchors off Istanbul on the Black Sea on Tuesday, waiting to be inspected by the Joint Coordination Center (JCC) before it resumes the voyage to Lebanon.

The Turkish Defence Ministry tweeted that the Sierra Leone-flagged ship Razoni, which left Odesa early on Monday with 26,527 tons of corn, has reached the Black Sea entrance of the Bosphorus Strait and anchored at an assigned point.

The ship will receive an inspection by representatives from the JCC at 10am local time (7am GMT) on Wednesday.

The ministry is organizing a special program at a location on the shore with a perfect view of the site to enable press members to cover the delegation's boarding the ship.

Once cleared, it will pass through the strait, sailing toward the Mediterranean as planned, and the JCC will closely monitor the vessel until it arrives at the destination.

"The route and the humanitarian corridor that the ship follows, possible needs, and the details and preparations regarding its inspection are carried out in line with the procedures and principles agreed at the center," Turkish Rear Admiral Ozcan Altunbulak told reporters at the center on Tuesday.

He also said currently, the preparations of the other ships that will carry grain and other foodstuffs from the three ports of Ukraine are continuing.

The JCC was inaugurated in Istanbul last week. It has a total of 20 representatives from Ukraine, Russia, the United Nations and Türkiye to monitor the implementation of the grain shipment process.

On July 22, Russia and Ukraine signed a deal with Türkiye and the United Nations to allow food and fertilizer exports from the Ukrainian ports in the Black Sea, namely Odesa, Chornomorsk, and Pivdennyi.

UN chief welcomes 1st sailing of vessel from Ukraine's Odesa under grain export deal

UN Secretary-General Antonio Guterres on Monday welcomed the first commercial vessel sailing from Ukraine's Odesa under the Black Sea Grain Initiative brokered by the United Nations and Türkiye.

The cargo ship loaded with more than 26,000 tons of corn should arrive at the inspection location in Turkish territorial waters on Tuesday. Following inspection, it will proceed to its final destination in Tripoli, Lebanon, said Guterres.

"This ship, the Merchant Vessel Razoni, is loaded with two commodities in short supply: corn, and hope. Hope for millions of people around the world who depend on the smooth running of Ukraine's ports to feed their families," he told reporters.

The ship's departure is the first concrete result of the Black Sea Grain Initiative. "Today's departure is an enormous collective achievement by the Joint Coordination Center, set up last week in Istanbul under UN auspices, with representatives from Ukraine, Russia, and Türkiye," Guterres said.

The Black Sea Grain Initiative, signed by Russia and Ukraine with Türkiye under the UN on July 22, would allow significant volumes of food and fertilizer exports from three key Ukrainian ports in the Black Sea, namely Odesa, Chernomorsk and Yuzhny.

The deal aims to ensure the safe passage for ships carrying grain to world markets amid concerns about food shortages due to the prolonged crisis in Ukraine.

"What we've witnessed today in Odesa is an important starting point. It must be the first of many commercial ships bringing relief and stability to global food markets," said Guterres.

"Together with the agreed facilitation of the unimpeded access of Russian food products and fertilizers to world markets, it will bring relief and stability to global food markets and help tackle the global food crisis," he added.

Ensuring that grain, fertilizers, and other food-related items are available at reasonable prices to developing countries is a humanitarian imperative. People on the verge of famine need these agreements to work, in order to survive. Countries on the verge of bankruptcy need these agreements to work, in order to keep their economies alive, he said.

In line with the humanitarian spirit of the initiative, the World Food Programme is planning to purchase, load and ship an initial 30,000 metric tons of wheat out of Ukraine on a UN-chartered vessel, said the UN chief.

The conflict in Ukraine must end, and peace must be established, in line with the UN Charter and international law, he said. "I hope today's news can be a step toward that goal, for the people of Ukraine and the Russian Federation, and for the world."

While this tragic conflict continues to rage, the United Nations is working every day to bring relief to the people of Ukraine, and to those suffering the effects of the conflict around the world, he said.

The parties to the initiative have worked tirelessly to reach this milestone, with the support of the United Nations and Türkiye, he noted.

"After speaking to my colleagues, I know they worked practically all night, sleeping for just one hour – like all the other delegations at the Joint Coordination Center (in Istanbul). It is thanks to their commitment that the Razoni was able to leave Odesa safely. I salute their efforts, and I am grateful to Türkiye for its leadership," he said.

In a press release, the Joint Coordination Center (JCC), which was established under the Black Sea Grain Initiative, affirmed that it has authorized the Razoni to sail from Odesa.

"The JCC has agreed to the specific coordinates and restrictions of the Safe Humanitarian Maritime Corridor and has communicated those details in accordance with international navigation procedures. The JCC has requested all its participants to inform their respective military and other relevant authorities of this decision to ensure the safe passage of the vessel," it said.

The JCC is monitoring the safe passage of the vessel through the Safe Humanitarian Maritime Corridor, it added.

The JCC comprises senior representatives from Ukraine, Russia, Türkiye and the United Nations.
