Ian damages US Florida, hurricane warning issued for South Carolina

Ian has caused significant damage to Florida, the southeasternmost US state, and a hurricane warning was issued for the entire coast of South Carolina on Thursday.

The US National Hurricane Center (NHC) said in its latest advisery issued on late Thursday morning that Ian is now a tropical storm with maximum sustained winds of 110 kilometers per hour, which is moving north-northeast at 15 kilometers per hour.

The storm, which made landfall in southwest Florida as Category 4 hurricane on Wednesday afternoon, is forecast to regain hurricane strength on Thursday evening and make landfall in South Carolina on Friday.

Coastal areas from Savannah River to Little River Inlet in South Carolina are under the hurricane warning.

The alert means that hurricane conditions are expected somewhere within the warning area. Preparations to protect life and property should be rushed to completion.

"Major-to-record river flooding" will continue across central Florida through next week, according to the NHC advisery.

Considerable flash, urban, and river flooding is expected across coastal portions of northeast Florida, southeastern Georgia, and eastern South Carolina through Friday.

"The amount of water that's been rising and will likely continue to rise today, even as the storm is passing, is basically a 500-year flood event," Florida Governor Ron DeSantis told reporters on Thursday morning.

DeSantis added the damage caused by the storm to Florida will likely take years to repair.

"You're looking at a storm that's changed the character of a significant part of our state," he said. "This is going to require not just emergency response now, in the days or weeks ahead. I mean, this is going to require years of effort to be able to rebuild and to come back."

The Sanibel Causeway, which connects Sanibel Island to Florida's mainland, has been damaged with portions washed away by storm surges.

One fatality related to Ian has been reported in Osceola County, Florida.

As of Thursday noon, more than 2.6 million customers are without power in Florida due to the impact of the destructive storm, according to PowerOutage.us.

US President Joe Biden spoke with DeSantis on Thursday morning about the federal assistance to the state in response to Ian, according to the White House.

Biden declared a major disaster exists in Florida earlier in the day and he and DeSantis committed to continued close coordination.

China blasts US for cyber attacks on Chinese university

Chinese Foreign Ministry spokesperson Wang Wenbin on Wednesday said evidence proved that the United States is the greatest threat to global cyber security, calling for joint effort against US infringement on cyber sovereignty and international rules.

Wang made the remarks at a regular press briefing when asked to comment on a new investigation report on the cyber attacks by the US National Security Agency (NSA) released on Tuesday by China's National Computer Virus Emergency Response Center.

The report detailed how the NSA's Office of Tailored Access Operation (TAO) controlled key infrastructure facilities in China and infiltrated into China's Northwestern Polytechnical University's internal network by using servers in countries such as the Netherlands and Denmark to host cyber weapons through stepping-stone attack via Japan, Germany, the Republic of Korea and other countries. This enabled the TAO to steal sensitive data and information of people with sensitive identities.

The US also secretly controlled the telecom carriers of at least 80 countries and conducted indiscriminate wiretapping on global telecom users, according to the report.

Wang said that this has been the third investigation report issued by the relevant Chinese institution this month on the NSA's malicious cyber attacks on China's Northwestern Polytechnical University.

According to Wang, China has in recent weeks demanded an explanation from the US and asked it to immediately stop illegal action through various channels. So far, however, the US has been silent.

"The US could not have been more bombastic and motivated when propagating the lies about 'Chinese hackers', yet it has deliberately chosen to be blind and mute in the face of the solid evidence collected by the Chinese institution. What exactly is the US hiding from the world?"

Noting that the US has long been known as "the empire of hacking and champion of secrets theft," Wang said with its absolute dominance in the field of Internet technology, the US has exercised indiscriminate cyber control and theft on a global scale to benefit itself politically, militarily, diplomatically and commercially.

The bullying practices of the US in cyberspace have become a growing concern shared across the international community, Wang added.

"There is ample evidence that the US is no doubt the greatest threat to global cyber security," Wang said, calling on countries to unite, stand up to US hegemonic act which damaged cyber sovereignty and international rules and work together to create a peaceful, secure, open and cooperative cyberspace.

Ian makes landfall in southwestern Florida as 'extremely dangerous' Category 4 hurricane

"Extremely dangerous" Ian made landfall as a Category 4 hurricane in southwestern Florida, the southeasternmost US state, on Wednesday afternoon, according to the National Hurricane Center.

Landfall occurred near Cayo Costa, an island in Florida's Lee County, around 3:05pm ET (7:05pm GMT) with maximum sustained winds of 240 kilometers per hour.

Ian was causing "catastrophic" storm surges, winds, and flooding in the Florida Peninsula, an earlier NHC update read.

Catastrophic storm surge inundation of 12 to 18 feet (approximately 3.66 to 5.49 meters) above the ground level is expected somewhere between Englewood to Bonita Beach, including Charlotte Harbor, forecasters said.

Weakening is expected after landfall, but Ian could be near hurricane strength when it moves over Florida's east coast on Thursday, and when it approaches the northeastern Florida, Georgia, and South Carolina coasts late Friday.

As of Wednesday afternoon, more than 814,000 customers are without power in Florida due to the storm, according to PowerOutage.us.

Florida Governor Ron DeSantis said Wednesday morning that Ian was expected to be a "historic" storm with "a profound impact" on the state.

Fleets of highwater vehicles, 42,000 linemen, 7,000 members of the National Guards, and 179 aircraft had been mobilized in response to the hurricane's impact, DeSantis tweeted.

US President Joe Biden said from the White House on Wednesday that the federal government was "on alert and in action" as the storm was closing in on Florida.

"This storm is incredibly dangerous, to state the obvious. It's life-threatening," Biden warned.

"You should obey all warnings and directions from emergency officials," he continued. "Don't take anything for granted. Use their judgment, not yours. Evacuate when ordered. Be prepared."

The US Coast Guard is searching for the 23 migrants whose vessel sank off the coast of Florida amid Hurricane Ian, an official said on Wednesday afternoon.

Walter Slosar, chief patrol agent for the US Border Patrol's Miami sector, tweeted that agents had responded to a migrant landing in Stock Island, Florida's Monroe County.

Slosar said that four "Cuban migrants swam to shore after their vessel sank due to inclement weather" and that a search and rescue operation was underway for 23 individuals believed to have been on the same boat.

China discloses more evidence of cyber attacks by US security agency

China on Tuesday released a new investigation report in which it said further evidence has been found to show the US National Security Agency (NSA) is behind "thousands of cyber attacks" on a Chinese university.

With the technical support from a number of European and Southeast Asian countries, Chinese experts were able to retrace the technical features, attack weapons and paths used in the cyber attack against China's Northwestern Polytechnical University, according to the report published by China's National Computer Virus Emergency Response Center in collaboration with Internet security company 360.

They have found that those attacks originated from the NSA-affiliated Office of Tailored Access Operation (TAO), which had exposed its own technical loopholes and operational missteps during the attack, the report said.

Earlier probe has found that 41 types of cyber weapons were used by TAO in the recently exposed cyber attacks against the university.

Among the 41 types of cyber attack tools, 16 are identical to the TAO's weapons that have been exposed by hacker group "Shadow Brokers," and 23 share a 97 percent genetic similarity with those deployed by TAO, said the report.

The remaining two types need to be used in conjunction with other cyber attack weapons of TAO, the report said, adding that the homology of the weapons suggests they all belong to TAO.

Technical analysis found that the cyber attackers' working time, language and behavior habits, and operation miss have also exposed their links with TAO.

The report detailed the process of TAO's infiltration into the Chinese university's internal network. TAO first used "FoxAcid," a man-in-the-middle attack platform, to hack into the university's internal host computer and servers, and then gained control over several key servers with remote control weapons. It then controlled some important network node equipment including the university's internal routers and switches, and stole authentication data.

Hiding in the university's operation and maintenance servers, TAO stole several key configuration files of network equipment, which were used to "validly" monitor a batch of network equipment and Internet users.

The Chinese investigation team found that TAO captured personal information of some people with sensitive identity on the Chinese mainland. The information was sent back to headquarters of the NSA via multiple jump servers.

The report said the true identities of 13 attackers have been found out.

The report, revealing details of the US cyber attacks against the Chinese university, was released to offer lessons to countries across the world so that they can more effectively identify and prevent cyber attacks by TAO.

German Chancellor Olaf Scholz tests positive for COVID-19

German Chancellor Olaf Scholz has tested positive for COVID-19, government spokesperson Steffen Hebestreit said on Monday.

Of the 69.4 million adults in Germany aged 18 or older, around 85 percent are vaccinated against COVID-19. More than 72 percent have received one booster vaccination, while around 11 percent have received two booster shots, according to official figures.

Japan expands simplified COVID-19 infection reporting system

Japan on Monday expanded its simplified system for reporting COVID-19 cases in order to reduce the administrative burden on hospitals and health care facilities.

Rather than medical facilities entering the details of all people infected with the virus into a nationwide computer network, medical facilities will now only be required to report details of high-risk patients.

Such patients include those who may be at a higher risk of becoming seriously ill, including those aged 65 or older, pregnant women, or those with underlying conditions.

Medical facilities will still have to report the number of daily infection cases each day by age group so the government can keep track of the spread of the virus, but the reporting of names and addresses of younger people with milder symptoms will no longer be required.

Some of the nine prefectures that adopted the new system earlier this month, however, have expressed concerns that the new reporting system will make it difficult for younger people who have presented with mild symptoms from being contacted swiftly if their symptoms become more severe.

The simplified system now covers the entire country following prefectural governments putting into place health centers to follow up on younger patients with mild COVID-19 symptoms.

If a positive case of the virus is reported to local health authorities or not, those infected are able to isolate at home or at designated facilities. Provisions of food will be delivered as necessary and the government will ask those testing positive to refrain from going outside and for close contacts to also isolate.

Japan reported 46,788 new daily COVID-19 cases on Sunday, with 5,621 of the cases being in Tokyo.

Super typhoon Noru slammed Luzon island in the Philippines with heavy rainfall and winds since Sunday afternoon, leaving five people dead, as it blew away from the Southeast Asian country on Monday.

Bulacan province Governor Daniel Fernando said Monday morning that a flash flood washed away five rescuers who were conducting rescue operations in San Miguel town, north of Manila. Some parts of the town are still under muddy water.

The national disaster agency has yet to report the incident.

The state weather agency downgraded Noru to a typhoon hours after its landfall late Sunday afternoon. The bureau said Noru maintained its strength on Monday morning, moving west northward at 30 km per hour, packing 140 km per hour winds and gusts of up to 170 km per hour.

On Monday, Philippine President Ferdinand Romualdez Marcos conducted an aerial inspection of three provinces north of Manila hit by the cyclone. He is also expected to visit Quezon province, where Noru made landfall on Sunday afternoon, to check on the damage.

"The whole range of assistance is prepared and ready to go," he told a news conference.

Noru is the 11th and the most powerful cyclone to enter the Philippines this year.

The Philippines is one of the most disaster-prone countries globally, mainly due to its location in the Pacific Ring of Fire and Pacific typhoon belt. On average, the archipelagic country experiences 20 typhoons yearly, some of which are intense and destructive.

The two sides should adhere to mutual benefit and win-win cooperation, and reject attempts at decoupling or severing supply chains, Wang said, noting that the two sides should uphold multilateralism and oppose camp confrontation.

The two sides should also seek common ground while shelving differences, refrain from treating each other as rivals, and refrain from reducing cooperation because of competition, he added.

The two sides should hold a new round of high-level strategic dialogue at an early date, and strive to launch high-level dialogues on economy and trade, green development, digital as well as people-to-people and cultural exchanges within this year, Wang said.

The two sides should also step up dialogue and cooperation in the fields of macro-economy, finance, supply chain, energy and climate change to jointly address global challenges, he added.

Noting that today, the world is out of order and Europe faces challenges to stability, Borrell said that the EU attaches great importance to China's status and role as a major country, which is indispensable to addressing global challenges and safeguarding the postwar order.

The EU is willing to continue to maintain strategic communication with China and give full play to the role of high-level dialogue mechanisms in various fields, Borrell said.

The EU is deeply concerned about the possibility of nuclear proliferation and hopes that China will exert its important influence to jointly find a way out of the problem, he said.

Wang said that at the moment, the Ukraine situation is showing a trend of prolongation and expansion, and that its negative spillover effects are becoming more severe, which China does not want to see. He noted that at present the most pressing task is to bring the conflict to an end.

China will neither stand by nor add fuel to the fire, but will continue to play its role in its own way, Wang said, adding that China supports the EU and major European countries to continue to actively mediate and make every effort to strive for peace.

The two sides also discussed human rights issues, agreeing that communication and dialogue should continue and that human rights issues should not be politicized.

Earthquake hero missing for 17 days found by rescuers

Seventeen days after a 6.8-magnitude earthquake hit Luding County in southwestern China's Sichuan Province, Gan Yu, a hero who stayed on at a hydropower station with his colleague, preventing downstream villages from being flooded, was found on Wednesday.

His vital signs were stable and mental state was good when he was found by a local villager, CNR reported.

On September 5 when the earthquake struck Luding, Luo Yong, an employee at the Wandong Hydropower Station, chose not to escape and climbed up the dam to open two floodgates to release the rising water, saving the lives of hundreds of villagers.

Luo was rescued by helicopter on September 8, but his colleague, Gan, remained on the mountain waiting to be rescued due to a lack of physical strength.

Luo told CNR that when the quake hit, Gan helped save some of the injured.

After everyone in the hydropower station escaped, they suddenly remembered the generator had not been turned off – a huge risk – so they rushed to turn off all the switches.

Luo told Cover News that he and Gan stayed at the hydropower station that day without access to food.

The next day, the pair decided to try to save themselves and move out together. Gan, who is very nearsighted, lost his glasses during the earthquake and had difficulty finding roads. The two decided that Gan would stay where he was, and Luo would try to find help.

Luo said that before parting from Gan, he found a pile of dry moss and bamboo leaves to help Gan stay warm. He also left a small amount of wild fruits, bamboo shoots and other food.

Luo also set up a temporary shelter for Gan, but Gan was no longer there when a rescue team arrived. Gan was finally found by a villager on Wednesday. Local rescue forces are being assembled to transport Gan down the mountain.

Xiamen gets tough on those operating civilian drones

The city of Xiamen in southeast China's Fujian Province has tightened up rules on the management of drones for civilian use, including real-name registration, pre-approval and filings, flight paths and clear legal responsibilities.

According to a notice jointly released on Tuesday by the Xiamen Public Security Bureau, Xiamen Meteorological Bureau and CAAC Xiamen Safety Supervision Administration, sellers must take down the names and contact information of the buyers, and the names, models, serial numbers and other relevant information of civil unmanned aerial vehicles.

Meanwhile, drone owners must register with the CAAC's real-name registration information system for civilian drones (https://uas.caac.gov.cn) after obtaining the aircraft.

Flight airspace and plans must be declared to the flight control department in advance. After receiving approval, people who use drones in schools, hospitals, shopping malls, stadiums, exhibition halls, parks, cinemas, theaters and other public gatherings, crowded places and large-scale events must also report their take-off positions and flight ranges through the "Xiamen Baixing" app 24 hours before take-off.

They must also follow the declared flight route and range. It is strictly forbidden to fly over important units, facilities and places related to national security and public safety, according to the notice.

Those who fly without the approval of the flight control department will be punished in accordance with the law. If the take-off position and flight range are not reported 24 hours before take-off, the public security organ will issue a warning. If the circumstances are serious, a fine of 1,000 yuan (US$143) will be imposed on the individual and a fine of 5,000 yuan on the working unit. If the incident constitutes a crime, criminal liabilities will be investigated.
