| China's cyberspace regulator released a draft of new rules tightening controls over use of human-simulated artificial intelligence to ensure that harmful or fake content – including pornography, violence, illegal religious activity, gambling or criminal incitement -- isn't served up to the public and national security isn't compromised. The ban also prohibits content that glamorizes suicide, self-harm or bullying. Under the rules, users must be informed when they open humanoid content generated by AI, according to the Cyberspace Administration of China. The new rules require online providers of such AI-generated content to conduct security assessments and make a report to regional regulators. The new rules are open for public feedback through January 25.
China is heavily supporting advancement of AI technologies, which have a way of running ahead of regulation. Lin Wei, president of Southwest University of Political Science and Law, in an article cited by Global Times, said breakthroughs in AI technology are propelling human-machine interaction beyond mere functional assistance toward emotional and personalized engagement, which gives rise to new risks and challenges the foundations of social order. |

Videos show empty showrooms at some locations, and consumers have complained that issues related to vehicle deposits and prepaid maintenance package deposits remain unresolved. Mengguan Porsche Center and Zhengzhou Zhongyuan Porsche Center have closed, and Shijingshan Porsche Center is expected to cease operations in the near future. Porsche China issued a public apology last week, acknowledging problems at some dealerships. Dong'an Holdings, parent of affected dealerships in the cities of Zhengzhou and Guiyang, said employees at those locations have been placed on leave, and consumer complaints are being processed. | China updated one of its main policy tools for steering foreign investment into priority industries, seeking to direct more overseas capital into advanced manufacturing and to expand regional investment. The latest version of the so-called Catalogue of Encouraged Industries for Foreign Investment, adds 205 new targets for investment, including nucleic acid-based drugs, zero-magnetic medical equipment, smart testing gear and instruments, and key robotic components, Yicai reported. The list released by the National Development and Reform Commission and the Ministry of Commerce, also includes priorities in advanced materials technology platforms, high-end shipping, virtual power plants, and consumer services such as pet care, sports tourism and Internet healthcare services. The updated version, which replaces the 2022 catalogue, takes effect on February 1.
Subject to certain conditions, businesses in sectors listed in the catalogue are eligible for incentives such as exemptions from customs duties, a lower corporate tax rate and tax credits if profits are reinvested. The new edition also encourages more foreign investment in central, western and northeastern areas of China, and in the southern province of Hainan. |

| China has drafted a law covering its governance and interests in Antarctica, Xinhua reported. It has been forwarded to the Standing Committee of the National People's Congress for review. Antarctica, the last of Earth's great untapped regions, is the focus of global rivalry to stake out territory, especially in mineral rights. China's new law will broaden China's interests from science to tourism, shipping and fishing activities. "The legislation will help better coordinate, manage and regulate Antarctic-related activities and provide strong legal support for China's participation in global Antarctic governance," Xinhua said. China sent its first scientific expedition to the frozen continent in 1983 and now operates five stations there.
