World leaders mourn passing of former Chinese leader Jiang Zemin

Leaders of many countries and international organizations have expressed their deep condolences by phone, letter and other means to Chinese President Xi Jinping over the passing of former Chinese leader Jiang Zemin.

Underscoring Jiang's important dedication to the economic and social development of contemporary China and the country's rise in international standing, Russian President Vladimir Putin said Jiang was an old friend of Russia, who had made great contributions to elevating the Russia-China relationship to a strategic partnership of coordination.

He will always remember such a statesman with lofty prestige and tremendous personal charisma, Putin said, expressing his sincere sympathy to Jiang's family and all the friendly Chinese people.

Jiang had made important contributions to the socialist cause with Chinese characteristics, said Thongloun Sisoulith, general secretary of the Lao People's Revolutionary Party (LPRP) Central Committee and Lao president.

The former Chinese president, a close friend to the LPRP and the Lao people, had played a significant role in guiding the development of Laos-China relations, Thongloun added.

Jiang was an outstanding statesman and communist leader, as well as a close friend of the Cuban Revolution, said Miguel Diaz-Canel Bermudez, first secretary of the Central Committee of the Communist Party of Cuba and Cuban president, adding that Cuba expressed its deepest condolences to the Communist Party of China (CPC), the Chinese government and people.

Jiang had made considerable contributions to improving the living standard of the Chinese people and leading the drive to grow China into a stable and prosperous economy, said Brunei's Sultan Haji Hassanal Bolkiah, adding that Brunei highly appreciates Jiang's efforts in deepening the long-standing ties between the two countries.

Jiang had led China on a period of rapid growth and development through sustained economic reforms, said Singaporean President Halimah Yacob, adding that their thoughts are with the people of China during this moment of grief.

Maldivian President Ibrahim Mohamed Solih said that Jiang had promoted the rapid development of the Chinese economy and society, and strengthened China's role as an important contributor on the global stage, adding that Jiang will be remembered as a farsighted leader.

Kazakh President Kassym-Jomart Tokayev said Jiang was dedicated to promoting China's development and prosperity, and enhancing its international influence.

The former Chinese leader had made great contributions to strengthening friendship between Kazakhstan and China, and would be remembered forever by people of the two countries, he added.

Tajik President Emomali Rahmon spoke highly of the great contributions Jiang had made to the development of China and to Tajikistan-China relations, saying that his passing is a major loss.

Belarusian President Alexander Lukashenko said Jiang had led the Chinese people to achieve prosperity and strength. Calling Jiang a founder of Belarus-China relations, he said Jiang had made positive contributions to developing and cementing relations between the two countries.

Palestinian President Mahmoud Abbas said he and the Palestinian people will always remember such an outstanding leader who is a supporter of the Palestinian people and their cause and legal rights, a promoter of Palestine-China relations and an eyewitness to the establishment of the diplomatic relations between Palestine and China.

Tanzanian President Samia Suluhu Hassan extended her deep sympathy to the CPC, the Chinese people and Jiang's family.

Nicaraguan President Daniel Ortega said the spiritual and cultural legacy left by Jiang is guiding and will continue to guide the Chinese people for greater development.

President Xi, with his unquestionable leadership and rich experience, will surely lead the Chinese people forward to success along the road of socialism with Chinese characteristics, he added.

Venezuelan President Nicolas Maduro said Jiang had forged a profound friendship with the people of Latin America and Venezuela, and the Venezuelan side expressed deep condolences over his passing.

Czech President Milos Zeman said Jiang had achieved a great success in promoting China's economic reform and his achievements will be recorded in Chinese history, adding that he highly appreciates Jiang's ability to promote China's economic development and stability.

Japanese Prime Minister Fumio Kishida said Jiang had promoted China's reform and opening-up, made contributions to China's development and played an important role in promoting the development of Japan-China relations.

Singaporean Prime Minister Lee Hsien Loong said Jiang had led China in promoting the reform and opening-up, guided the path for China to integrate into the global economy and play an important role on the world stage, and made important contributions to expanding Singapore-China relations. Relaxed COVID prevention rules announced in cities

Multiple places in China relaxed COVID-19 restrictions as the country optimized its prevention policies, Xinhua news agency reported yesterday.

Panyu and Liwan districts in Guangzhou, capital city of south China's Guangdong Province and one of the epicenters of the recent COVID-19 outbreak, lifted all lockdowns, while other districts imposed lockdowns in high-risk areas only, the Guangzhou government said yesterday.

High risk will be designated to living and working areas with frequent activity of people infected with COVID-19, and it will be limited to buildings and cannot be expanded arbitrarily, said Zhang Yi, a deputy director of the Guangzhou Health Commission, in a press conference.

Kunming, a city in southwest China's Yunnan Province, made similar moves.

Normal life and work will gradually resume in Shijiazhuang, Hebei Province, as the city implements a region-specific, multi-level targeted approach to pandemic prevention and control, starting from December 1.

Restrictions will be slowly phased out in Liangping District and the central urban area of Chongqing, said the local government in a press conference yesterday.

The rules on PCR screening will be further optimized in Beijing, Guangzhou, Chongqing, Shenzhen, among other cities, highlighting that mass testing will not be conducted citywide or district-wide in general and only target key persons with high risk.

From Wednesday, Beijing residents who do not engage in social activities are no longer required to participate in community nucleic acid screenings if they do not need to leave their homes, according to local authorities.

This includes groups such as homebound seniors, children and people working or studying from home, said Xu Hejian, a spokesperson for the Beijing municipal government, at a press conference on Wednesday.

In terms of quarantine for close contacts of the infected, self-isolation at home is allowed if they meet certain criteria, said the governments of Guangzhou, Shenzhen and Chongqing.

President Xi holds talks with Lao president

Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee and Chinese president, held talks on Wednesday with Thongloun Sisoulith, general secretary of the Lao People's Revolutionary Party (LPRP) Central Committee and Lao president.

They stressed the need to uphold the principle of "long-term stability, good-neighborly friendship, mutual trust and all-round cooperation" and the spirit of "good neighbors, friends, comrades and partners" in developing bilateral ties.

The two countries will respect and trust each other politically, benefit each other economically, deepen mutual understanding and amity in the people-to-people exchanges, constantly deepen the building of a community with a shared future for China and Laos, and contribute to the building of a community with a shared future for mankind, according to the leaders.

At the beginning of the talks, Xi said that Comrade Jiang Zemin passed away on Wednesday in Shanghai due to illness after all medical treatments had failed.

Xi said Comrade Jiang was an outstanding leader enjoying high prestige acknowledged by the whole Party, the entire military and the Chinese people of all ethnic groups, a great Marxist, a great proletarian revolutionary, statesman, military strategist and diplomat, a long-tested communist fighter, and an outstanding leader of the great cause of socialism with Chinese characteristics. Thongloun expressed deep condolences over the death of Comrade Jiang, saying that it is a huge loss for the CPC and the Chinese people, and the LPRP and the Lao people feel the same way.

Thongloun said that Comrade Jiang was a close friend of the LPRP and the Lao people. During his visit to Laos in 2000, Jiang proposed the principle of "long-term stability, good-neighborly friendship, mutual trust and all-round cooperation," which has played a guiding role in the development of bilateral relations.

Thongloun said the Lao Party, government and people will work with the Chinese counterparts to continuously push forward the China-Laos friendship.

Xi said he is ready to work with General Secretary Thongloun to advance the building of a China-Laos community with a shared future, hailing the fruitful results since the signing of an action plan on this goal in April 2019.

The China-Laos railway has contributed to the well-being of the two peoples and set a good example for joint Belt and Road construction, Xi said.

Under the new circumstances, the two sides should keep bilateral relations in the right direction and enhance law-enforcement and defense cooperation, Xi said, adding that the two countries need to deepen synergy of development strategies and enhance partnership in science and technology, education, culture and other areas.

On economic and trade ties, Xi said China will encourage more Chinese companies to invest in Laos and welcome more quality products from Laos to enter the Chinese market.

China is ready to deepen coordination and cooperation with Laos within the frameworks of Lancang-Mekong cooperation and China-ASEAN cooperation, he added.

Presenting the key outcomes of the 20th CPC National Congress, Xi said the CPC has the confidence and capability to make new and greater achievements and accomplish all the goals set at the congress. Xi also expressed confidence that under the strong leadership of the LPRP Central Committee led by General Secretary Thongloun, the Lao people will surely achieve all the goals put forward at the 11th LPRP National Congress.

Xi said the CPC is ready to work with the LPRP to strengthen solidarity, cooperation, exchanges and mutual learning, adhere to the people-centered development philosophy, strengthen confidence in taking the socialist path and jointly explore a new path for modernization.

For his part, Thongloun said that the 20th CPC National Congress is a major event in the new era for China and will have a major impact on world development. He thanked China for its long-term support and help for Lao economic and social development.

It is hoped that the two parties and relevant departments and institutions of the two countries will strengthen exchanges on national governance, consolidate security and defense cooperation, strengthen practical cooperation and people-to-people exchanges, Thongloun said.

After the talks, Xi and Thongloun jointly witnessed the signing of cooperation documents on political parties, economy and trade, finance, culture and education, and local government.

China's 6 astronauts in two missions make historic gathering in space

The three astronauts aboard China's Shenzhou-15 spaceship entered the country's space station and met with another astronaut trio on Wednesday, a historic gathering that added the manpower at the in-orbit space lab to six for the first time.

Chen Dong, the commander of the Shenzhou-14 crew, opened the hatch at 7:33am (Beijing Time). The three space station occupants greeted the new arrivals with warm hugs and then they took a group picture with their thumbs up, shouting in chorus – "China's space station is always worth looking forward to."

The space reunion kicked off the first in-orbit crew rotation in China's space station, according to the China Manned Space Agency (CMSA).

The six astronauts are projected to live and work together for about five days to complete planned tasks and handover work, said the CMSA.

China renews orange alert for cold wave as mercury set to plunge

China's meteorological authority on Tuesday continued to issue an orange alert for a cold wave, forecasting big temperature drops and gales in vast regions of the country.

From Tuesday to Thursday morning, temperatures are expected to plunge by 8 to 10 degrees Celsius in most parts of northeastern and northern China as well as some areas in other regions, according to the National Meteorological Center.

Some parts of Jilin, Guangxi, and the area south of the Yangtze River could see temperatures drop by 16 to 20 degrees Celsius, said the center.

Strong winds are also expected to hit parts of Guizhou, the area south of the Yangtze River, and the eastern and southern waters of the country.

The center warned against the cold wave's impact on agriculture and advised the public to take precautions against the temperature change and the winds.

China has a four-tier, color-coded weather warning system, with red representing the most severe weather, followed by orange, yellow, and blue.

WHO renames monkeypox as 'mpox' to avoid stigma

To avoid racist stereotypes and stigmatization, the World Health Organization recommended on Monday that the monkeypox virus be renamed "mpox."

Both names – mpox and monkeypox – will be used simultaneously for one year while the latter is phased out, the WHO said in a press release. The change comes after a number of individuals and countries have raised concerns in several meetings and asked the WHO to propose a way forward to change the name.

The one-year transition period serves to mitigate experts' concerns about confusion caused by a name change in the midst of a global outbreak. It also gives time to complete the International Classification of Diseases (ICD) update process and to update WHO publications.

In July, the WHO officially declared the multi-country monkeypox outbreak outside of the traditional endemic areas in Africa a public health emergency of international concern (PHEIC), the highest level of alert that the global health authority can issue.

It is the WHO's responsibility to assign names to new and existing diseases through a consultative process, which includes the WHO member states. The consultation on monkeypox has involved representatives from government authorities of 45 different countries, it said.

According to the WHO, as of Saturday, 110 member states had reported 81,107 laboratory confirmed cases and 1,526 probable cases, including 55 deaths. Most cases reported in the past four weeks were from the Americas (92.3 percent) and Europe (5.8 percent). The number of weekly reported new cases globally decreased by 46.1 percent in the week of November 21-27.

China's meteorological authority on Monday renewed an orange alert for a cold wave, forecasting big temperature drops, winds, sandstorms, rains, and snow in vast regions of the country.

From Monday to Wednesday, temperatures are expected to plunge by 10 to 16 degrees Celsius in most of central and eastern China, according to the National Meteorological Center.

Sandstorms are expected to hit areas in the north and northwest, said the center.

China unveils Shenzhou-15 crew for space station mission

Chinese astronauts Fei Junlong, Deng Qingming and Zhang Lu will carry out the Shenzhou-15 spaceflight mission, and Fei will be the commander, the China Manned Space Agency (CMSA) announced at a press conference on Monday.

Fei once participated in the Shenzhou-6 spaceflight mission and both Deng and Zhang are newcomers to space, according to Ji Qiming, assistant to the CMSA director.

The Shenzhou-15 manned spaceship will be launched at 11:08 pm Tuesday (Beijing Time) from the Jiuquan Satellite Launch Center in northwest China.

It is the sixth flight mission of China's manned spaceflight program this year and the last one in the construction phase of China's space station, said Ji.

He added that the trio will stay in orbit for six months.

10 killed, 9 injured in Xinjiang residential building fire

Ten people were killed and nine were injured in a fire at a residential building on Thursday night in Urumqi, capital of northwest China's Xinjiang Uygur Autonomous Region, local authorities said.

The fire broke out at around 7:49pm at a high-rise residential building in a community of Tianshan District in Urumqi. It was put out at around 10:35pm.

Ten people died despite emergency treatment. The injuries sustained by nine others are not life-threatening.

Investigation into the cause of the accident is underway.

No immediate nuclear safety concerns at Zaporizhzhia plant: IAEA

The International Atomic Energy Agency (IAEA) said on Monday that there were "no immediate nuclear safety or security concerns" at the Zaporizhzhia nuclear power plant in Ukraine despite intense shelling at the facility over the weekend.

The United Nations nuclear watchdog said in a statement that its experts at the Zaporizhzhia plant assessed the damage at the site earlier that day and found its "key equipment remained intact."

"The status of the six reactor units is stable, and the integrity of the spent fuel, the fresh fuel and the low, medium and high-level radioactive waste in their respective storage facilities was confirmed," the IAEA statement quoted its expert team as saying.

However, the IAEA said its experts "still observed widespread damage across the site" due to the shelling on Saturday evening and Sunday morning, described by the agency as "one of the most serious such incidents at the facility in recent months."

The experts' observations included damage to the plant's condensate storage tanks and several impacts on the main road along the plant's reactors, according to the statement.

Repair work for the damage is underway, the agency said, adding that there had been no further attacks on the plant on Monday.

The IAEA also said that its Director General Rafael Grossi had intensified consultations to establish a protection zone at the Zaporizhzhia plant following the latest attacks on the facility.

The Zaporizhzhia nuclear power plant, one of the largest nuclear power plants in Europe, has been under the control of Russian forces since March.

In recent months, the plant has been attacked by shelling, with Russia and Ukraine accusing each other of the attacks.
