President Xi Jinping meets Putin in Moscow

Chinese President Xi Jinping met with his Russian counterpart, Vladimir Putin, at the Kremlin on his arrival in Moscow on Monday.

When Xi reached the Kremlin, he was greeted by the Kremlin Commandant at the alighting point. Putin warmly shook hands and took photos with Xi. The two presidents had an in-depth and candid exchange on China-Russia relations and issues of mutual interest.

Xi noted that he was pleased to pay another state visit to Russia at the invitation of Putin, adding that Russia was the first country he visited after he was elected president 10 years ago and memories from that visit remain fresh today.

Xi said that over the past 10 years, he and Putin have stayed in close touch, and expressed his appreciation to Putin for immediately sending him congratulatory messages on his reelection as general secretary of the Central Committee of the Communist Party of China (CPC) by the 20th CPC National Congress and on his reelection not long ago as Chinese president.

He noted that Russia will hold the presidential election next year, and under Putin's strong leadership, Russia has made good progress in development and rejuvenation. Xi said he is confident that the Russian people will continue to give firm support to Putin.

Xi stressed that there is a profound historical logic for China-Russia relationship to reach where it is today. China and Russia are each other's biggest neighbor and comprehensive strategic partner of coordination. Both countries see their relationship as a high priority in their overall diplomacy and policy on external affairs.

China always upholds an independent foreign policy. To consolidate and develop well China-Russia relations is a strategic choice China has made on the basis of its own fundamental interests and the prevailing trends of the world, said Xi.

China is firm in keeping to the general direction of strengthening strategic coordination with Russia, Xi said, adding that both China and Russia are committed to realizing national development and rejuvenation, support world multi-polarity and work for greater democracy in international relations.

Xi said the two countries should further deepen practical cooperation in various fields and strengthen coordination and collaboration on multilateral platforms such as the UN to boost their respective national development and rejuvenation, and be a bulwark for world peace and stability.

Putin extended a warm welcome to Xi for his state visit to Russia and once again warmly congratulated him on his reelection as Chinese president.

Putin said that in the past 10 years China has made impressive and great achievements in all areas of development. This is attributable to the outstanding leadership of Xi and proves the strength of China's national political system and governance system.

Putin said he is confident that under Xi's strong leadership, China will definitely continue to develop and prosper and successfully realize all the great goals that have been set.

With concerted efforts by both sides, Russia-China relations in recent years have delivered fruitful results in various areas, Putin said, adding that Russia stands ready to continue to deepen bilateral practical cooperation, step up communication and collaboration in international affairs, and promote world multi-polarity and greater democracy in international relations.

The two sides had an in-depth exchange of views on the Ukraine issue.

Xi stressed that, on the Ukraine issue, voices for peace and rationality are building. Most countries support easing tensions, stand for peace talks, and are against adding fuel to the fire. A review of history shows that conflicts in the end have to be settled through dialogue and negotiation.

China released a document on its position on the Ukraine crisis, advocating the political settlement of the crisis and rejecting the Cold War mentality and unilateral sanctions, said Xi.

China believes that the more difficulties there are, the greater the need to keep space for peace. The more acute the problem is, the more important it is not to give up efforts for dialogue. China will continue to play a constructive role in promoting the political settlement of the Ukraine issue, said Xi.

For his part, Putin said that Russia appreciates China for consistently upholding an impartial, objective, and balanced position and standing for fairness and justice on major international issues. Russia has carefully studied China's position paper on the political settlement of the Ukraine issue and is open to talks for peace. Russia welcomes China to play a constructive role in this regard.

The two presidents said that they look forward to formal talks on the next day to draw up a new blueprint for China-Russia comprehensive strategic partnership of coordination in the years to come.

9 Chinese nationals killed in Central African Republic

Nine Chinese mine workers were killed in an attack in the Central African Republic, sparking a call on Monday from Chinese President Xi Jinping for the perpetrators to be "severely" punished.

The attack by "armed men" happened at about 5am near Bambari, said the central town's mayor Abel Matchipata.

Matchipata told AFP that "nine bodies and two wounded" had been counted, adding that the victims were , 25 kilometers from his town.

China's foreign ministry confirmed the toll, and Xi called on authorities in the Central African Republic to "severely punish" those behind the killings.

Xi had ordered "an all-out effort to treat the wounded, handle the aftermath in a timely manner, severely punish perpetrators in accordance with the law, and ensure the safety of Chinese citizens," an unnamed China foreign ministry spokesperson said in a statement.

Local authorities did not release further details of the attack, nor was there any claim of responsibility.

The victims' bodies were transferred to a hospital in the capital Bangui, where Chinese ambassador Li Qinfeng and CAR Foreign Minister Sylvie Baipo Temon attended, an AFP journalist said.

China's foreign ministry releases report on state of democracy in US in 2022

China's Ministry of Foreign Affairs on Monday released a report on its website titled "The State of Democracy in the United States: 2022."

Based on facts, media comments and expert opinions, the report aims to present a real picture of American democracy over the past year.

It reveals that American democracy was in chaos at home and that a trail of havoc and disasters were left behind as the United States peddled and imposed its democracy around the globe. It is hoped that the report will help remove the facade of American democracy for more people worldwide, the report says.

In addition to the preamble and conclusion, the report has two parts titled "American democracy in chronic ills" and "The United States' imposition of 'democracy' has caused chaos around the world."

In 2022, the vicious cycle of democratic pretensions, dysfunctional politics and a divided society continued in the United States, the report says, adding that problems such as money politics, identity politics, social rifts, and the gulf between the rich and the poor worsened.

The maladies afflicting American democracy deeply infected the cells of US politics and society, and further revealed US governance failure and institutional defects, it says.

However, the United States refuses to acknowledge the many problems and institutional crises confronting its democracy at home and stubbornly claims to be the template and beacon of democracy for the world. Such imperiousness perpetuates the ills of its democracy and causes dire consequences for other countries, says the report.

Democracy is humanity's common value. However, there is no single model of political system that is applicable to all countries in the world, says the report. It goes on to say that it should be up to the people of a country to judge whether the country is democratic or not and how to better promote democracy in their country. The few self-righteous countries have no right to point fingers.

Those who have many flaws themselves have little credibility to lecture others, and attempts to undermine others for one's own profit and destabilize the world must be unanimously opposed, says the report, adding that black-and-white division of countries as democratic or authoritarian is both anachronistic and arbitrary.

What our world needs today is not to stoke division in the name of democracy and pursue de facto supremacy-oriented unilateralism, but to strengthen solidarity and cooperation and uphold true multilateralism on the basis of the purposes and principles of the UN Charter, according to the report.

It continues by saying that what our world needs today is not to interfere in other countries' internal affairs under the guise of democracy, but to advocate genuine democracy, reject pseudo-democracy and jointly promote greater democracy in international relations.

What our world needs today is not a "Summit for Democracy" that hypes up confrontation and contributes nothing to the collective response to global challenges, but a conference of solidarity that focuses on taking real actions to solve prominent global challenges, the report says.

Iran says to send ambassador to UAE soon

A senior Iranian diplomat said on Thursday that Iran will soon send its ambassador to the United Arab Emirates (UAE).

Ali Bagheri Kani, Iranian deputy foreign minister for political affairs, said that Iran has appointed the envoy and the process of dispatching him to Abu Dhabi is going through its final stages, reported the official news agency IRNA.

Kani made the remarks as Secretary of Iran's Supreme National Security Council Ali Shamkhani held talks on Thursday with UAE President Sheikh Mohamed bin Zayed Al Nahyan and National Security Advisor Sheikh Tahnoon bin Zayed Al Nahyan during a visit to the UAE.

China's cyber legislation framework basically formed: white paper

China has formed a cyber legislation framework with the Constitution as the foundation, supported by laws, administrative regulations, departmental rules, local regulations and local administrative rules, said a white paper published Thursday.

The framework is endorsed by traditional legislation, and underpinned by specialized cyber laws governing online content and management, cybersecurity, information technology and other elements, read the white paper titled "China's Law-Based Cyberspace Governance in the New Era," which was released by China's State Council Information Office.

This system of laws on cyberspace governance provides a strong institutional guarantee for building up China's strength in cyberspace, the paper noted.

Putin meets Syrian president, hailing bilateral relations

Russian President Vladimir Putin met with his Syrian counterpart, Bashar al-Assad, on Wednesday, lauding the progressing relations between the two countries.

"Owing to our joint efforts and the decisive contribution of the Russian Armed Forces, Syria has achieved tangible results in the fight against international terrorism," Putin said during talks with Assad in the Kremlin.

Russia-Syria trade grew by 7 percent in 2022 and Russia contributed to mitigating the damage from the disastrous earthquake that hit Turkey and Syria last month, Putin noted.

Assad, who arrived in Moscow Tuesday evening, thanked Russia for its earthquake relief efforts and its position in the international arena on safeguarding the sovereignty and territorial integrity of Syria, according to the Kremlin.

Record early start again for Tokyo's cherry blossoms

Japan announced the official start of Tokyo's cherry blossom season on Tuesday, 10 days earlier than usual and tied with a record early start seen only twice before.

In past years the country's meteorologists have linked the increasingly early blooms to climate change, and temperatures in Tokyo have been unseasonably mild in recent days.

Tokyo's official cherry bloom records go back 70 years and the delicate white-pink flowers have only appeared this early in 2021 and 2020, according to the weather agency.

Japan's sakura or cherry blossom season is feverishly anticipated by locals and visitors alike, and the announcement of the Tokyo season start was alerted by major news agencies and covered live on television.

The blooms are traditionally celebrated with hanami, or viewing parties, with picnics – and sometimes boozy festivities – organised beneath the trees.

But the public had been asked not to throw the parties during the pandemic, and the tourists that usually flood into the country for the season were kept out with strict border closures.

Borders reopened last October, and Tokyo parks have announced blossom revellers will be allowed to gather freely for the first time since 2019.

The season is announced underway based on the progress of blossoms on a signal tree at Tokyo's Yasukuni Shrine, where an official from the Japan Meteorological Agency stood before media and onlookers to make the announcement.

"Today, on March 14, we hereby declare the sakura blossoming in Tokyo," he said, in an announcement that came six days earlier than last year.

"We've seen many warm days in March," the official said, adding: "climate change may also have played a part."

The blooms of the ubiquitous somei-yoshino strain, which accounts for more than 90 percent of the cherry trees planted in Japan, last only around a week and tend to emerge simultaneously in a given region because the trees are clones of a single specimen.

"Congratulations on the blooming!", an onlooker shouted after the official announcement, to a round of enthusiastic applause.

China to resume issuing all types of visas to foreigners from March 15

In order to further facilitate the exchange of Chinese and foreigners, the following adjustments will be made to the visa and entry policy for foreigners coming to China starting from March 15, 2023, according to a statement from the Chinese embassy in the United States on Tuesday.

China's food security is well guaranteed on the whole, and China will make sure that the rice bowls of its 1.4 billion people will always be firmly held in their own hands, Premier Li Qiang said Monday.

The annual grain output in China has remained steady at over 650 million tons for eight years in a row, Li told a press conference.

He said the country will further increase its grain production capacity by focusing on two key factors — arable land and seeds.

Encouraging farmers to produce more grains, Li said government policies in support of grain production will only increase, not decrease.

China launches new remote sensing satellite

China successfully sent a new remote sensing satellite into space from the Jiuquan Satellite Launch Center, located in the country's northwest region, on Monday.

The remote sensing satellite was launched at 12:02pm (Beijing Time) by a Long March-2C carrier rocket and entered its planned orbit successfully.

The launch was the 466th flight mission of the Long March carrier rocket series.
