DPRK, Russia sign comprehensive strategic partnership agreement after summit: KCNA

The top leaders of the Democratic People's Republic of Korea (DPRK) and Russia on Wednesday signed the Treaty on Comprehensive Strategic Partnership following their summit in Pyongyang, state media reported Thursday.

The treaty was the culmination of the state visit by Russian President Vladimir Putin, which also featured a bilateral summit meeting and private talks between him and Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the DPRK, as well as a welcoming ceremony at Kim Il Sung Square and a grand performance, among other high-profile events, according to multiple reports by the official Korean Central News Agency (KCNA).

In a joint statement, the DPRK top leader said the conclusion of the treaty put the relations of the two countries on a new higher stage called the relations of alliance, calling it "the most powerful treaty in the history of the DPRK-Russia relations," the KCNA reported.

The Russian president said the treaty is an "actual breakthrough document" reflecting the desire of the two countries to put the bilateral ties on a new level, the report said.

The treaty includes a clause stipulating mutual support if one of the signatories to the treaty is invaded, and Russia "does not rule out military technical cooperation with the DPRK under the treaty," the KCNA said.

In the lead-up to the most signature event of the day, the top leaders had a "tete-a-tete" which lasted for more than two hours, during which they reached a consensus on building a comprehensive strategic partnership between the two countries and came to a "satisfactory" agreement on defending regional and global peace and international justice and on the matters of immediate cooperation, the KCNA reported.

Prior to the private conversation, the two sides held an extended bilateral meeting involving senior officials from both countries, where Kim hailed Putin's visit as an event of strategic significance in developing the DPRK-Russia good-neighborly relations, and reaffirmed "the full support and solidarity of the DPRK government and people to the Russian government and people as regards the special military operations in Ukraine," the KCNA said.

In addition to the treaty, the two governments signed agreements concerning the construction of a motorcar bridge over the River Tuman on their shared border and the bilateral cooperation in the fields of public health, medical education and science, the KCNA said.

Also on Wednesday, in a show of utmost respect to the visiting Russian president, the DPRK side awarded Putin the Order of Kim Il Sung, the highest medal of honor of the country, and hosted a banquet in his honor, the KCNA reported.

Putin concluded his state visit and left the DPRK capital on Wednesday night, as Kim took senior DPRK officials to Pyongyang International Airport to see him off, it added.

19 killed due to heatstroke in Delhi, surrounding areas

At least five persons died due to heatstroke in India's capital city and nearly 14 others died in the neighboring city of Noida over the past 72 hours, forcing the federal government to issue an advisery to government hospitals to prioritize heatstroke patients' treatment.

Besides, more than 60 patients suffering from heatstroke were admitted at various hospitals. Most of them were said to be laborers, or those aged above 65 years.

Delhi and nearby areas have been witnessing intense heatwave conditions over the past few days, with the mercury hovering around 45 degree Celsius during daytime.

Meanwhile, according to a report by private news agency ANI, flights operations at Delhi's Indira Gandhi International Airport were adversely affected due to hot weather.

Chinese, US officials discuss counternarcotics cooperation

Chinese and US officials met recently and discussed the promotion of counternarcotics cooperation between the two countries.

According to a news release issued by the Chinese Embassy on Tuesday, during a meeting between Chinese Ambassador to the United States Xie Feng and Rahul Gupta, director of the White House Office of National Drug Control Policy, last Friday, "the two sides had a candid and in-depth exchange of views on promoting counternarcotics cooperation between the two countries on the basis of mutual respect, equality and mutual benefit."

Xie welcomed Gupta's upcoming visit to China, and briefed Gupta on the recent efforts of China's drug control authorities, emphasizing that "the fentanyl problem is not China's problem, nor was it caused by China," the release said.

"But out of humanitarian considerations, China has been doing its utmost to help the US side deal with the fentanyl issue," Xie told Gupta, the release said.

China, Xie said, "has made great efforts and demonstrated its sincerity for cooperation."

"The US side needs to move in the same direction with China, take China's concerns seriously and earnestly address them, so as to create a favorable atmosphere for cooperation," he added.

DPRK top leader meets with visiting Russian president

Kim Jong Un, top leader of the Democratic People's Republic of Korea (DPRK), greeted visiting Russian President Vladimir Putin at the Pyongyang International Airport, the official Korean Central News Agency (KCNA) reported on Wednesday.

Kim shook hands with Putin and embraced him warmly, the report said.

The DPRK leader expressed his joy and gladness to meet Putin again in Pyongyang some 270 days after their meeting at the Vostochny Spaceport in September last year, the KCNA reported.

The Russian president extended his deep gratitude to the DPRK leader for coming to the airport to greet him.

The two leaders had a friendly chat after arriving at the lodging quarters Kumsusan State Guest House, according to the report.

Putin's visit is of great importance in "reliably promoting the strategic and future-oriented development of the DPRK-Russia relations," the report said.

Putin vows to enhance relations with DPRK

Russian President Vladimir Putin expressed his intent to enhance bilateral relations with the Democratic People's Republic of Korea (DPRK) in an article ahead of his planned visit to the DPRK, the official Korean Central News Agency (KCNA) reported on Tuesday.

In the article published by the Rodong Sinmun, the official newspaper of the DPRK, Putin said Russia and the DPRK "will put the bilateral cooperation onto a higher level with our joint efforts and this will contribute to developing reciprocal and equal cooperation between the two countries," according to the KCNA, which released the full text of the article.

Putin said Russia will invariably support the DPRK's fight to defend its freedom, sovereignty and the rights to choose its road of independence.

The Russian president also denounced the US-imposed "order based on rules," calling it "nothing but a world-wide neocolonialist dictatorship based on double standards."

Yemen's Houthis claim fresh missile attacks against 3 ships

Yemen's Houthi group on Thursday claimed responsibility for missile attacks against three ships in the Arabian Sea and the Red Sea.

"The first attack targeted the vessel Verbena in the Arabian Sea, causing damage and a fire on board," Houthi military spokesman Yahya Sarea said in a televised statement, adding the other two attacks struck Seaguardian and Athina ships in the Red Sea.

"All attacks were carried out with several ballistic and naval missiles and drones and achieved their goals successfully," he noted.

Since last November, the Houthi group, which controls much of northern Yemen, has initiated the launch of anti-ship ballistic missiles and drones targeting what it said were Israeli-linked ships transiting the Red Sea, to show solidarity with the Palestinians in the Gaza Strip.

In response, the US-British naval coalition stationed in the area has since January conducted air raids and missile strikes against Houthi targets to deter the group, which, however, only led to an expansion of Houthi attacks to include US and British commercial vessels and naval ships.

Chinese premier arrives in New Zealand for official visit

Chinese Premier Li Qiang arrived on Thursday for an official visit to New Zealand, the first leg of his three-nation tour from June 13 to 20.

Li said upon arrival that he looks forward to having in-depth exchanges of views with New Zealand leaders and people from all walks of life on China-New Zealand relations and issues of common concern, to further deepening exchanges and cooperation in various fields, and to updating the China-New Zealand comprehensive strategic partnership.

This year marks the 10th anniversary of Chinese President Xi Jinping's state visit to New Zealand, as well as the establishment of the comprehensive strategic partnership between China and New Zealand, Li said, noting that his visit to New Zealand is intended to continue traditional friendship, promote mutually beneficial cooperation, and drive common development.

Although China and New Zealand are separated by vast oceans, their friendly exchanges have a long history, and they have a deep understanding and affection for each other, Li said.

Over the more than 50 years since the establishment of diplomatic relations, under the strategic guidance of the leaders of both countries, the relationship between China and New Zealand has consistently been at the forefront of China's relations with developed countries, Li added.

Giant panda star Fu Bao greets the public in southwest China

Fu Bao, the first giant panda born in the Republic of Korea (ROK), met the public on Wednesday morning after returning to southwest China's Sichuan Province, the hometown of pandas.

Fu Bao turned up at the second hall of the panda nursery in the Shenshuping giant panda base of Wolong National Nature Reserve, following two months of inspection, quarantine and adaptation.

She returned to China in early April. According to Wei Rongping, deputy director of the center, the biggest challenge for her was how to fit into the "panda family" there.

"During the transitional period, Fu Bao could interact and get acquainted with her pals through odor and sound, or visit her neighbors, so as to adapt to the new environment quickly," said Cheng Jianbin, Fu Bao's breeder.

Born in July 2020, Fu Bao, meaning "lucky treasure" in English, is the first cub of giant pandas Ai Bao and Le Bao, who were sent to ROK from China in 2016 on a 15-year lease. She quickly became an online sensation among netizens in ROK after her birth, becoming a source of joy for people during the COVID-19 pandemic.

Hunter Biden found guilty on 3 felony gun charges

A jury of 12 members in the US state of Delaware on Tuesday found Hunter Biden, son of US President Joe Biden, guilty of three federal gun charges, marking the first time a sitting president's child has been criminally convicted.

The felony charges accused the 54-year-old Hunter Biden of lying about his drug use when acquiring a firearm in 2018 and subsequently unlawfully possessing the weapon for 11 days. He checked "no" on a federal firearm purchase form regarding his illegal drug use or addiction to narcotics.

In their closing arguments on Monday, prosecutors argued that the president's son had been using drugs for years prior to purchasing the gun and that this drug use continued "for months afterward," according to a report by CNN.

Hunter Biden's legal team, meanwhile, stressed that there were no witnesses to actual drug usage during the month when he purchased the firearm.

Hunter Biden could potentially receive up to 25 years in prison and be fined up to US$750,000, although it's uncommon for first-time offenders to receive the maximum punishment.

President Biden said in a recent interview that he would not pardon his son Hunter if he's found guilty of criminal gun charges.

The conviction and potential imprisonment of Hunter Biden further heighten the political risks for the president in the months leading up to the elections in November. Hunter Biden's broader legal challenges have provided Republicans with an opportunity to depict the Biden family as corrupt, despite their inability to establish any wrongdoing on the part of the president.

Adding insult to injury, Hunter Biden is set to confront another trial regarding tax allegations in Los Angeles, California, in September, which could further expose uncomfortable details about the president's family.

Hunter Biden's trial unfolded only weeks prior to President Biden's first debate against former President Donald Trump, the presumptive Republican nominee, which is scheduled for June 27.

In May, a Manhattan jury convicted Trump of 34 felonies related to falsifying records to conceal payments made to a porn star, making him the first former president in US history to be criminally convicted.

Wang Yi attends BRICS Foreign Ministers' Meeting

Chinese Foreign Minister Wang Yi on Monday attended the BRICS Foreign Ministers' Meeting in the Russian city of Nizhny Novgorod.

Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, noted that over the past year, BRICS cooperation has been remarkable, rapid and strong.

Following BRICS' expansion, a new era for the Global South to gain strength through unity has come, and the appeal and attractiveness of BRICS has been continuously increasing, he said.

Noting rampant politicization and securitization of economic issues and increasing unilateral sanctions and technological barriers in today's world, Wang called on the participants to follow the trend of history, stand on the side of fairness and justice, and make the right choices.

Looking ahead, the greater BRICS must take greater responsibilities and actions, Wang said, adding that the strategic significance and political effects of the greater BRICS should be fully leveraged to make BRICS a new type of multilateral cooperation mechanism based on emerging markets and developing countries, and open and inclusive to the world.

Wang called for strengthening confidence in multilateralism to draw a new blueprint for future global development; firmly toughening the determination to maintain peace and security to offer new support for the political resolution of hotspot issues; and staying committed to the BRICS original aspiration of openness, inclusiveness, and win-win cooperation to elevate pragmatic cooperation to new heights.

The participants exchanged views in depth on BRICS cooperation and international and regional hot issues. All parties spoke highly of the important role of the BRICS mechanism and the achievements of its membership expansion. They agreed that the accession of more countries to BRICS has accelerated the process of world multi-polarization, and promoted a more just and equitable international order. They also voiced support for the establishment of partner countries.

All parties called for adherence to multilateralism, opposition to unilateralism and protectionism, promoting reform of the international financial architecture, enhancing and improving global governance, and increasing the voice and representation of developing countries.

All parties emphasized resolving disputes peacefully through dialogue and consultations, and supporting all efforts conducive to the peaceful resolution of crises.

A joint statement of BRICS foreign ministers was issued following the meeting.

During the meeting, Wang met separately with Lao Deputy Prime Minister and Foreign Minister Saleumxay Kommasith, Russian Foreign Minister Sergei Lavrov, Brazilian Foreign Minister Mauro Vieira, South African Foreign Minister Naledi Pandor, Ethiopian Foreign Minister Taye Atskeselassie, and Iranian Acting Foreign Minister Ali Bagheri Kani.
